City of La Belle – August 21st, 2023 Minutes


The LaBelle Board of Aldermen met in open session on August 21, 2023 at 7:00 p.m. at City Hall.  Mayor Zachary Sharpe presided at the meeting.  Mayor Sharpe declared that a quorum was present and called the meeting to order. 

Aldermen Present: Dee Raleigh, Linda Goodson, Roy Lewis, Sam Wilson and Robbie Walter 

Alderman Absent:  Kari Kaylor 

City Personnel Present: Wendy Lewis-City Clerk, Ottie Lewis-Assistant City Clerk/Collector, Darrell Shepard-Part time employee, Wayne Rudd- Wastewater Superintendent, and Keith Strange-Superintendent 

Guests:  None 

Others Present:  Sindey Dosher, Colt, MaKayla, and Jack Jennings, and Chris Heimer 

Approval of July 10, 2023 Minutes:  Alderman Roy Lewis moved to approve the July 10, 2023 Open Meeting Minutes as written.  Alderman Dee Raleigh seconded the motion.  The motion passed with a vote of Aye-5, Nay-0. 

Financial Reports:  The monthly financial reports were presented and studied. 

Bills for Approval:  Bills for the month were presented and studied.  Alderman Linda Goodson moved to pay all bills.  Alderman Robbie Walter seconded the motion.  The motion passed with a vote of Aye-5, Nay-0. 

Water Usage Report:  The monthly Water Usage Report was presented and studied. 

Collector’s Report:  The City Collector’s Report was presented and studied. 

Unfinished Business: 

Resolution/Sidewalks: Sidewalks are finished and look great! We are working on a MODOT TAP grant. We need to adopt a resolution for the application/grant process. After discussion, Alderman Robbie Walter moved to adopt the resolution as read. Alderman Linda Goodson seconded the motion. The motion passed with a vote of Aye-5, Nay-0. 

City Survey: Still working on getting things finalized. They have marked out the lot next to City Hall but found a small issue with the lot that city hall is located on. We are working on getting it fixed. 

Derelict Properties: We are continuing to monitor and send letters. We recently took pictures to send letters for condemned properties. 

Sewer/Grant Updates/Manhole Risers:  We are meeting with Benton and Associates and MRWA to have a sewer “kickoff” on August 30th. We have received 25% of our grant money to begin the process. 

Water Meter Set Costs:  We do not need to put the cost in our ordinance, it is a cost that can change by vote like we sell sand and rock. 

New Business:   

CD Interest Rates: Nicole at Town and Country Bank discussed that current interest rates are higher than what we have right now and it would be beneficial for the city to cash in their current CD’s and purchase new ones at the current rate. Rate is 4 and a half percent for 11 months. After discussion, Alderman Robbie Walter moved to cash in our current CD’s and purchase new ones at said rate. Alderman Linda Goodson seconded the motion. The motion passed with a vote of Aye-5, Nay-0. 

General Insurance: Lot next to city hall and insurance to cover mural on city hall building were added to the policy. 

Mayor’s Report: The Mayor reported on things we have accomplished this month, and discussed opening the men’s bathroom at the park for a trial run. Also, we received cabinets that were donated by the Lewis Family for city hall. We purchased a tv (on clearance) for City Hall for the cameras and for future use for proposals and other presentations. We had several stumps ground out at the park and on Hwy 6 to help sidewalk process. Cowboy Swagger paid for one on the North side of the highway and Zachary Sharpe paid for one at Pastor Salter’s. We replaced a tube on 4th and Columbus to help water flow. 

Motion to go into closed session: Alderman Sam Wilson moved to go into closed session pursuant to RSMo 610.021(3) “hiring, firing, disciplining, or promoting of particular employees by a governmental body”. Alderman Linda Goodson seconded the motion. Closed meeting minutes separate. 

Motion to adjourn: After coming out of closed session, Alderman Robbie Walter moved to adjourn the meeting and Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-5, Nay-0.  Meeting adjourned at 11:03p.m.
