Canton Mo City Council Board Minutes October, 2025


REGULAR BOARD MEETING
October 20, 2025


Mayor Fretwell called the meeting to order at 6:00 pm. In attendance were Fretwell, Aldermen Janney, McKenzie, McDermott, Martin, Crenshaw and Phillips. Also, in attendance; City Attorney Smith, City Clerk Seangmany, Public Works Director Cindy Kell, Chief Blakely, Michael Logston, Valerie Holland, Joey McLiney, Brian Laws, Kirby Clark, Mary Fretwell and George Hausdorf.

CONSENT AGENDA
Motion was made by McKenzie and seconded by McDermott to approve the items on the Consent Agenda: Approval of minutes from September 15, 2025 Regular Board Meeting and Special Board Meetings. Motion included approval of minutes of Committee Meetings, September Collector’s and Treasurer’s report and appropriations. Motion carried.

MIRMA GRANT PRESENTATION (JEFF ARP)
Jeff Arp of MIRMA will be here November 17, 2025 Regular Board Meeting to present plaque.

BUILDING PERMIT FEE RETURN POLICY
Motion was made by Phillips to authorize City Attorney Smith to amend the current ordinance to state building permits are to be non-refundable. McDermott seconded.
Motion was made by Phillips to Table discussion until more research and information can be presented to the board on the November 17, 2025 meeting. McDermott seconded, motion carried.

BARLETT AND WEST PFAS UPDATE
A monthly update on the project was given to the board by Barlett and West.

POSSIBLE BOND ISSUE (McLiney and Company)
Information only discussion was given by Joey McLiney to help educate the board on how Bond Issue’s work. McLiney will continue to work with the board and continue to send information to the board.

OTHER BUSINESS
Mayor Fretwell updated the board on the Welcome Center, the only thing left to work on is the front step than all work on the building will be completed.
Mayor Fretwell updated the board that he is looking into run down properties to get them cleaned up.

Motion was made by Phillips that it is hereby authorized a total expenditure of $9,660 to complete the road work at the 316 th Avenue. This is a total authorization amount and it includes sums for this project that have been previously authorized. McKenzie seconded, motion carried.

REGULAR BOARD MEETING
October 20, 2025
Motion was made by McDermott to approve the allowance of up to $2,500 for housing for 4 months while enrolled at the Police Academy. This will be set out as part of any future agreement for police training. The agreement will provide that, after three years of service the person receiving the Housing Allowance will not be required to pay the City back for the sums advanced by the City. Crenshaw seconded, motion carried.

Janney motioned to adjourn and Martin seconded. The meeting adjourned at 7:37 pm.
