Canton City Council Board Meeting February 17th, 2026

The Canton Board of Aldermen met at 6:00 p.m. with Mayor Terry Fretwell presiding and Aldermen Martin, Janney, McKenzie, Phillips, Crenshaw, and McDermott present, along with City Attorney Smith, City Clerk Christina Seangmany, Public Works Director Cindy Kell, and Chief Blakely. 

Several spending and infrastructure items were approved. 

The board authorized Public Works Director Cindy Kell to bid up to $50,000 for the purchase of a vac trailer, with funds to be split between Wastewater and Bond Maintenance. 

The board also approved $11,082.50 in repairs to a dump truck, with funds to come from Streets. 

For the sewer cure-in-place plan, the board authorized repairing manholes and continuing the cure-in-place list, including possible reduced alternates, with funding split between Wastewater and Bond Maintenance.

Joey McLiney of McLiney and Company explained to the board and the public how bonds work and emphasized their importance for the City of Canton in securing grants and obtaining lower-cost loans.

 Valerie Holland from Bartlett & West gave an update on progress related to the removal of PFAS.

The board then took action on a water regionalization decision. A motion was approved to submit a letter of intent to Clark County Water District for regionalization. 

The roll call vote was Martin—aye, Crenshaw—aye, McKenzie—aye, McDermott—aye, with Phillips—nay and Janney—nay.
