Canton City Council Board Meeting December 2025


REGULAR BOARD MEETING 

DECEMBER 15, 2025 
Mayor Fretwell called the meeting to order at 6:00 pm. In attendance were Fretwell, Aldermen Janney, Crenshaw, McDermott, McKenzie and Phillips. Martin was absent. Also, in attendance; City Attorney Smith, City Clerk Seangmany, PW Director Kell, Kyle Landweter, Valerie Holland, Dan Dover, Kirby Clark, Max McLiney, Brian Laws and Chief Blakely arriving at 6:01 pm. 

CONSENT AGENDA 
Motion was made by McKenzie and seconded by McDermott to approve the items on the Consent Agenda: Approval of minutes from November 17, 2025 Regular Board Meeting. Motion included approval of minutes of Committee Meetings, November Collector’s and Treasurer’s report and appropriations. Motion carried. 

BARTLETT AND WEST PFAS UPDATE 
A monthly update on the project was given to the board by Barlett and West. 

BUILDING PERMIT PAYMENT AND PENALTY REVISIT 
Motion was made by Janney to approve that the building permit fee be collected after the building permit is approved. McKenzie seconded, motion carried. 

Motion was made by Crenshaw to adopt the updated building permit application form. Phillips seconded, motion carried. 

TINY HOUSES 
This will be brought to the next meeting after further research is completed. 

MANHOLE AT SCHOOL CROSSING 
Motion was made by Phillips to approve the bid from Keokuk Contractors in the amount of $5,952.00. McDermott seconded, motion carried. 

QUOTE/REPAIR ICE BREAKER SPREADER 
Motion was made by McDermott to approve the bid from Knapheide in the amount of $3,561.54 to repair the spreader. Phillips seconded, motion carried. 

PROPERTY CLEAN UP 
City Attorney Dennis Smith will look into the Police Department giving the individual a detailed list of what needs to be cleaned up. 

USA’S 250th Anniversary Flags 
The board agreed this is added expense is not necessary at this time. 

RECORDS DISPOSAL LIST 
Motion was made by Phillips to approve the Police Department Records Disposal. McDermott seconded, motion carried. 

Bill No. 25-15 Ordinance NO. 911-C Janney moved to have the first reading, by title only, of Bill No. 25-15, proposed Ordinance NO. 911-C, an Ordinance Calling an Election on a Revenue Bond Question in the City of Canton, Missouri. Crenshaw seconded. Motion carried. Following its reading by Smith, Phillips moved to have the 2nd reading, by title only, and Janney seconded. Copies of the proposed bill have previously been made available to the public. Motion carried and the ordinance was read. Phillips moved to adopt Bill No. 25-15, Janney seconded. 

Bill No. 25-16 Ordinance NO. 912-C 

Crenshaw moved to have the first reading, by title only, of Bill No. 25-16, proposed Ordinance NO. 912-C, an Ordinance amending chapter 405 of the City of Canton, Missouri, city code to change the zoning designation of the property described herein from R-1 Single -Family Dwelling District to R-3B Multiple Family District and McKenzie seconded. Motion carried. Following its reading by Smith, Crenshaw moved to have the 2nd reading, by title only, and McKenzie seconded. Copies of the proposed bill have previously been made available to the public. Motion carried and the ordinance was read. McDermott moved to adopt Bill No. 25-16, Crenshaw seconded. 

 

Bill No. 25-17  Ordinance NO. 913-C 

Crenshaw moved to have the first reading, by title only, of Bill No. 25-17, proposed Ordinance NO. 913-C, an Ordinance repealing section 210.040 of the Municipal Code of the City of Canton Missouri eliminating the registration of dogs and cats in the city and Phillips seconded. Motion carried. Following its reading by Smith, Janney moved to have the 2nd reading, by title only, and Phillips seconded. Copies of the proposed bill have previously been made available to the public. Motion carried and the ordinance was read. Crenshaw moved to adopt Bill No. 25-17, 

Bill No. 25-18  Ordinance NO. 914-C 

McKenzie moved to have the first reading, by title only, of Bill No. 25-18, proposed Ordinance NO. 912-C, an Ordinance amending section 405.240 B of chapter 405 of the Canton, Missouri, city code to require a plat prepared by a registered Missouri Land Surveyor and Phillips seconded. Motion carried. Following its reading by Smith, McKenzie moved to have the 2nd reading, by title only, and McDermott seconded. Copies of the proposed bill have previously been made available to the public. Motion carried and the ordinance was read. McKenzie moved to adopt Bill No. 25-18, Janney seconded. 

Bill No. 25-19  Ordinance NO. 915-C 

McKenzie moved to have the first reading, by title only, of Bill No. 25-18, proposed Ordinance NO. 912-C, an Ordinance amending section 405.140 A 4(a) of chapter 405 of the Canton, Missouri, city code to change the front yard depth from 40 feet to 25 feet, McDermott seconded. Motion carried. Following its reading by Smith, McKenzie moved to have the 2nd reading, by title only, and Janney seconded. Copies of the proposed bill have previously been made available to the public. Motion carried and the ordinance was read. McKenzie moved to adopt Bill No. 25-19, Phillips seconded. 

OTHER BUSINESS 

It was suggested to remind all business owners to make sure that all side walks are clear of snow and ice. Mayor Fretwell replied that he will make sure it is placed on the city Facebook page. 

Motion was made by McKenzie to authorize PW Director Cindy Kell to bid up to $30,000 plus the 10 percent auction fee on Purplewave on the purchase of a 2017 Vermeer VX30-500 vacuum excavator. Crenshaw seconded, motion carried. 

Motion was made by Crenshaw to authorize the repair of approximately 6-man holes not to exceed $12,000.00. Phillips seconded, motion carried. 

PUBLIC COMMENTS AND QUESTIONS 

Dan Dover from Clark County Water District is hosting an event at Lewis Play House on 1/14/2025 at 6:30pm and invited the board to attend. 

PUBLIC WORKS 

PW Kell asked the board about one of her employees that wants to decline the across the board (COLA) raise in July and receive the equivalent in more vacation time that is received. This will be brought to the board after more information is obtained. 

POLICE COMMITTEE 

Police Committee did not meet. FINANCE COMMITTEE Finance did not meet.
