City of La Belle – October 9th, 2023 Minutes

BOARD OF ALDERMAN
OPEN BUSINESS MEETING
OCTOBER 9, 2023

The LaBelle Board of Aldermen met in open session on October 9, 2023 at 7:00 p.m. at City Hall.  Mayor Zach Sharpe presided at the meeting.  Mayor Sharpe declared that a quorum was present and called the meeting to order.

Aldermen Present: Linda Goodson, Roy Lewis, Sam Wilson and Robbie Walter 

Alderman Absent: Dee Raleigh 

City Personnel Present: Wendy Lewis-City Clerk and Ottie Lewis-Assistant City Clerk/Collector 

Guests:  None 

Others Present:  Sindey Doscher 

Approval of September 11, 2023 Minutes:  Alderman Linda Goodson moved to approve the September 11, 2023 Open Meeting Minutes as written.  Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-4, Nay-0. 

Financial Reports:  The monthly financial reports were presented and studied. 

Bills for Approval:  Bills for the month were presented and studied.  Alderman Robbie Walter moved to pay all bills.  Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-4, Nay-0. 

Water Usage Report:  The monthly Water Usage Report was presented and studied. 

Collector’s Report:  The City Collector’s Report was presented and studied. 

Unfinished Business: 

City Survey: Still being worked on. 

Derelict Properties: We are continuing to monitor and send letters. We recently took pictures to send letters for condemned properties. 

Sewer/Grant Updates: continuing to work on 

GWorks Upgrade: The new upgrade for GWorks will be $5700. This will be covered under the ARPA funds as it is for our water project. Alderman Linda Goodson moved to approve the upgrade. Alderman Robbie Walter seconded the motion. The motion passed with a vote of Aye-4, Nay-0. 

Picnic Table at Park: The concrete slab and picnic table have been assembled and look great at the park. Wendy will work on a sesquicentennial plate to place on the slab. 

New Business:   

New Board member: Mayor Sharpe announced that he would like to appoint Beth Clay as new North Ward Alderman, replacing Kari Kaylor. Alderman Robbie Walter moved to approve the Mayor’s appointment. Alderman Linda Goodson seconded the motion. The motion passed with a vote of Aye-4, Nay-0. The City Clerk will swear her in by the next meeting.

 City Credit Card: The clerk expressed that we may need to acquire a credit card for future conferences. Hotels are no longer taking checks. After discussion the board decided for us to look into it and see what we can do. 

Depot Lighted Parade: The Depot Lighted Parade will be on December 9th. Soup supper will be same night. 

Mayor’s Report: The Mayor reported on things we have accomplished this month, placing meters into diamond maps, we are going to mail out one more “set” of weed letters before the winter season hits. Sidewalks are complete and have been seeded. The guys burnt the big brush pile, still waiting on roof replacement. Community day was a success. Sam, Roy, Zack, and Wendy went to MML meeting. We received new flower pots in front of City Hall, they look beautiful. 

Motion to go into closed session: Alderman Robbie Walter moved to go into closed session pursuant to RSMo 610.021(3) “hiring, firing, disciplining, or promoting of particular employees by a governmental body”. Alderman Roy Lewis seconded the motion. Roll call vote was taken. Closed meeting minutes separate. 

After coming out of closed session: 

Motion to adjourn:  Alderman Robbie Walter moved to adjourn the meeting and Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.  Meeting adjourned at 7:58p.m.
