November 6, 2023
Commission met pursuant to order of adjournment on October 30, 2023, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer and Deanne Whiston were present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for October 23, 2023. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0.
Payroll: Commissioner Whiston motioned to approve the payment of warrants #203230-20323 from General fund, warrants #203232-203237 from Road & Bridge fund, warrants #203238 from Assessment fund, and warrant #203239 from LEOF. Commissioner Murphy seconded; Commissioner Fleer agreed. Passed 3-0.
Payroll: Commissioner Whiston motioned to approve the payment by EFTP of warrants #2293- 2309 from General fund, warrants #2310-2311 from Road & Bridge fund, warrants #2312-2313 from Assessment fund, and warrant #2314-2329 from LEOF fund. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.
Bills: Commissioner Fleer motioned to approve the payments of warrants #31574-31588 from General Revenue, warrants #22002-22011 from Road & Bridge, warrants #5707-5709 from the Assessment, warrants #20776-20782 from L.E.O.F, and warrants #1157 from Co Farm. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0.
Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. Finished working on the tractor mower chain

Other Business: Clerk Sapp submitted the October budget report
Clerk Sapp submitted the October court order report
Clerk Sapp submitted her October Election Service Fee Account report
The SOS office will be doing a cyber security assessment in the clerk’s office November 6th & 7th
Hazel McDermitt’s house and 3 lots will be auctioned off December 2nd
Commissioners Murphy and Fleer met with King Foundation and Recovery to address the courthouse settling
Recorder Parrish submitted her October report
Treasurer Roberson wrote Public Agency checks #3505-3518
Remind Deputy Sly about producing Payroll Direct Deposit reports
No Tax Maintenance report again this month from Collector Lay- Clerk Sapp needs to provide this monthly report with the recorders and clerk’s monthly reports
Karla Richmond was in to talk about hand counting at the elections- she attended a demonstration October 14, 2023 presented by Linda Rantz “Return to Hand counting”
Ralph Martin with IDA was in to talk about a Federal Grant received for a new port
Need Tom to put a new handle on the bathroom door by the elevator that has a key- give Linda a key
Commissioner Whiston made a motion to go with Foundation Recovery Systems to stabilize the north and south walls of the courthouse.
Commissioner Fleer seconded; Commissioner Murphy agreed. Did not have time to bid due to structural damage.
Commissioner Murphy received a phone call from the Attorney General’s office
Clerk Sapp needs to hand out budget forms this week so the commissioner can start on the budget December 4th
Adjourn: Motion to adjourn to Monday, November 13, 2023, by Commissioner Fleer. Commissioner seconded; Commissioner Murphy agreed, passed 3-0.
