Edina City Council Minutes December 8th, 2025


December 8, 2025 

The Board of Aldermen met in regular session with Mayor Linda presiding. Aldermen present: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Absent: none. 

Others present: Roger Parton, Superintendent of Utilities; Peggy Collinge, City Treasurer; Brenda Swedberg, City Attorney; Echo Menges, Edina Sentinel Editor; Dan Aaronson. 

Mayor Kerr called the meeting to order at 7:00 p.m. and gave the invocation. The pledge of allegiance was recited. 

Motion was made by David Bugh and seconded by Don Crim to approve all reports and minutes as presented. Motion carried unanimously. 

Motion was made by Delmar Strange and seconded by Dot Kriegshauser to pay all bills as presented. Motion carried unanimously. 

Citizen Comments 

None. 

Motion was made by David Bugh and seconded by Rick Yoakum to approve the application submitted by Edina Farm & Home for a 30’x50′ building to be erected west of their business at 204 W. Reid St. Motion carried unanimously. 

Motion was made by David Bugh and seconded by Delmar Strange to appoint Mike Wriedt to represent the City and Michael Robbins as the alternate on the Clarence Cannon Wholesale Water Commission (CCWWC) Board. Motion carried unanimously. 

Dan Aaronson, 309 N. Main Street, addressed the Board regarding the Flock license plate monitoring system. He said this system is not as secure as is widely advertised and can be hacked. Dan said he realizes that some cities and counties in this area already have this system and he wants to be sure the City of Edina has complete information if they should ever consider purchasing it. Mayor Kerr and the Board thanked Dan for sharing this information. 

Department Reports 

Peggy Collinge, City Treasurer, presented a listing of recommended budget amendments for the Board’s consideration. Motion was made by Don Crim and seconded by David Bugh to approve the budget amendments as recommended by the City Treasurer. Motion carried unanimously. Peggy also said that she wanted to thank the City Clerk for everything she does for the City and the Mayor added that she appreciates Peggy, Linda, and Margaret. 

Roger Parton, Superintendent of Utilities, met with the Board and reviewed his monthly report which included information regarding the first snow of the season. He said that he and his crew pretreated streets and then pushed snow for the first 8 inches and then again for the next 2 inches. Roger said everyone did a good job. 

Mayor’s Report 

Linda gave the Board the latest update received from Chris Feeney regarding the City’s CDBG Demolition project. He recently requested permission from the Department of Economic Development to move forward with securing the contracts for the asbestos and demolition inspection Chris also said he is working on proposals for the clear title search as well as the historian required for the MOA on the SHPO conditions. 

Christmas this year will be on Thursday and most cities in the area will be closing their City Hall and giving all employees Friday off. Mayor Kerr issued a decree to give all City employees Friday, the 26th, off with pay. 

Aldermen Comments 

Alderman Rick Yoakum brought up the topic of the repairs and maintenance needed at the City lake clubhouse building. He said money is budgeted every year but very little has been completed. After some discussion there was a consensus that Rick and David should prepare a scope of work that is needed and contact some contractors to obtain bids. 

Motion was made by Rick Yoakum and seconded by David Bugh to close a part of the meeting pursuant to 610.021(1) Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys and 610.021(3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: None. Motion carried and a part of the meeting was closed. 

When the Board returned to open session Peggy Collinge, City Treasurer, reviewed the proposed budget for 2026. She made note of several changes in revenues and expenditures including 3 grants the City has been awarded and the budgeted match. An increase of approximately 5% is anticipated for water, sewer, and sanitation rates due to inflation and to be able to continue to meet expenses and maintain a reserve for larger capital outlay requirements. Public hearings will be during the regular monthly meetings in January and February prior to any change in rates. Due to the increase in minimum wage in Missouri to $15.00 in 2026, some wages have been increased. Budgeted amounts for employees are based on current employees. The Police Department budget is based on one full- time officer. Several capital requests are included in the budget but Board approval is required on purchases over $3,000 prior to spending the funds. Many of the capital expenditure items were approved in the 2025 budget and not spent, so they have been rolled over to 2026. Motion was made by Dot Kriegshauser and seconded by Rick Yoakum to adopt the budget as prepared by the City Treasurer for 2026. Motion carried unanimously. 

Motion was made by Rick Yoakum and seconded by David Bugh to seek applications for Chief of Police to perform duties required for fourth-class cities in the State of Missouri. Motion carried unanimously. 

Motion was made by Staci Rimer and seconded by Rick Yoakum to negotiate the E911 contract with the Knox County Commissioners. Motion carried unanimously. 

Motion was made by David Bugh and seconded by Don Crim to adjourn. Motion carried and the meeting was adjourned.
