Edina City Council Minutes November 10th, 2025


November 10, 2025 

The Board of Aldermen met in regular session with Mayor Kerr presiding. Aldermen present: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Absent: none. 

Others present: Roger Parton, Superintendent of Utilities; Peggy Collinge, City Treasurer; Chris Feeney, NEMO RPC Economic Development Specialist; Echo Menges, Edina Sentinel Editor; Les Cardwell. 

Mayor Kerr called the meeting to order at 7:00 p.m. and gave the invocation. The pledge of allegiance was recited. 

Motion was made by Delmar Strange and seconded by Dot Kriegshauser to approve all reports and minutes as presented. Motion carried unanimously. 

Motion was made by Dot Kriegshauser and seconded by Delmar Strange to approve all bills as presented. Motion carried unanimously. 

Chris Feeney, NEMO RPC Economic Development Specialist, met with the Board. He reported that the City received three proposals for the Asbestos Inspection for the City’s CDBG Demolition Project, which includes 20 residential and 3 commercial structures. They were the following: SCS Engineers – $53,500.00; Roberts Demolition & Roll-Off – $325/unit ($7,475.00); and Klingner & Associates $34,700.00 ($1,300.00/unit for residential and $3,000.00/unit for commercial structure). Motion was made by David Bugh and seconded by Don Crim to accept the proposal submitted by Roberts Demolition & Roll-Off in the amount of $325/unit. Motion carried unanimously. 

Chris Feeney also reported that the City received one proposal for the Demolition Inspection Services for the City’s CDBG Demolition Project. This proposal was submitted by Mark Twain Regional Council of Governments in the amount of $400.00/unit ($9,200.00). Motion was made by Delmar Strange and seconded by David Bugh to accept the proposal submitted by Mark Twain Regional Council of Governments. Motion carried unanimously. 

Applications for Building Permits 

Motion was made by David Bugh and seconded by Rick Yoakum to approve a permit for Brenda Swedberg-Bruner to have KC Builders build a 2 car garage (25’x33′) at 908 E. Morgan St. Motion carried unanimously. 

Motion was made by Rick Yoakum and seconded by David Bugh to approve a permit for Trevor Snelling to have Hillside Metals build a storage/shop building (46’x80′) at 706 NW Marion St. Motion carried unanimously. 

Department Reports 

Peggy Collinge, City Treasurer, met with the Board. She presented information regarding the City Real and Personal Property tax rates for the General Fund as well as other sources that help to fund the same. Peggy also provided a breakdown of safety expenditures (Police, Fire, E-911) for the last 5 years for comparison. Since the budget for 2026 is currently being prepared, Collinge said she will be meeting with the department heads to get their input and asked the Board to let her know of any capital expenditures that need to be included. 

Roger Parton, Superintendent of Utilities, met with the Board. He reported that he contacted Dr. Lisa Bosch about the Christmas tree decorating in the Courtyard and they have agreed on an alternate plan for this year that will not take so many hours for City employees. 

Echo Menges, Edina Sentinel Editor, addressed the Board with questions regarding the City Police Department. She asked if the City intends to keep their Police Department, to have a Chief and/or full time officer or eliminate this position and whether or not they have had any feedback from the citizens regarding law enforcement. Echo also asked each of the Board members to respond individually to her questions. There was further discussion and the Board agreed that they would not be responding individually but will have a discussion with the City Attorney regarding the law enforcement requirements for 4th Class Cities. 

The Board considered four ordinances to amend current ordinances to provide for an improved fee structure to allow a more orderly prosecution and adjudication process in cases of repetitive violations. The following action was taken to adopt these ordinances: 

Motion was made by Dot Kriegshauser and seconded by David Bugh for the introduction and first reading by title only of Bill No. 732. proposed Ordinance No. 732. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Bill No. 732 was read by title only. 

Motion was Don Crim and seconded by David Bugh for Bill No. 732 to be read a second time by title only. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Bill No. 732 was read a second time by title only. 

Motion was made by Rick Yoakum and seconded by Staci Rimer to adopt Ordinance No. 732, an ordinance amending Ordinance No. 690. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Ordinance No. 732 was adopted. 

Motion was made by Dot Kriegshauser and seconded by Delmar Strange for the introduction and first reading by title only of Bill No. 733, proposed Ordinance No. 733. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Bill No. 733 was read by title only. 

Motion was made by Rick Yoakum and seconded by David Bugh for Bill No. 733 to be read a second time by title only. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Bill No. 733 was read a second time by title only. 

Motion was made by Don Crim and seconded by David Bugh to adopt Ordinance No. 733, an ordinance amending prior Ordinances No. 642 and No. 621. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Ordinance No. 733 was adopted. 

Motion was made by Staci Rimer and seconded by Rick Yoakum for the introduction and first reading by title only of Bill No. 734, proposed Ordinance No. 734. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Bill No. 734 was read by title only.

Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Nays: none. Motion carried and Ordinance No. 734 was adopted.

Motion was made by Rick Yoakum and seconded by David Bugh to adopt Ordinance 735, an ordinance amending Ordinance No. 548. Roll call vote was taken. Ayes: Dot Kriegshauser, Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Motion carried and Ordinance No. 735 was adopted. 

The Eagles’ Nest requested approval to transfer their Retail Liquor by the Drink and Sunday Sales licenses to their new location at 116 N. Fourth St. Motion was made by Rick Yoakum and seconded by David Bugh to approve this request. Motion carried unanimously. 

The General Municipal Election will be April 7, 2026. Motion was made by Dot Kriegshauser and seconded by Delmar Strange to call for a City election for Mayor and one Alderman for each of the three wards with the filing to be December 9, 2025 – December 30, 2025. Motion carried unanimously. 

Mayor’s Report 

Linda shared information received from Victory Roll-Off Dumpsters regarding appliance disposal. Roger said this is not needed and the City will continue to take care of this.
