The Board of Aldermen met in special session with Mayor Linda Kerr presiding. Aldermen present: Delmar Strange, David Bugh, Rick Yoakum, Staci Rimer, Don Crim. Absent: Dot Kriegshauser.
Others present: Echo Menges, Edina Sentinel Editor; Brenda Swedberg, City Attorney; Pastor Brian Burton, Community Chaplain; John Greenley, Knox County Eastern District Commissioner; Brent Karhoff; Quinton Dalton.
Mayor Kerr called the meeting to order at 7:00 p.m. Pastor Brian Burton gave the invocation. The pledge of allegiance was recited.
Linda said the purpose of the meeting was to provide updated information to the Board regarding Presiding Commissioner Les Cardwell’s proposal regarding E911 service in Edina and Knox County.
The City’s budget for 2026, adopted December 8, 2025, did not include an expenditure for E911 since the City was under the impression that the County is receiving Sales & Use Tax and Telecommunication Franchise Tax to fund the E911.
The Commissioners were informed of the City’s decision to terminate the E911 Cost-Share Agreement on Tuesday, December 9th. A public meeting was then called by the Commissioners regarding E911 in the County. Mayor Kerr said that Les had contacted her following this meeting. He said the County currently has a 1/2% sales tax for the courthouse renovation that will sunset this year and his thought would be to get an issue on the ballot for the voters to consider a 1/2% sales tax for E911. Funds would be available for E911 in the County if this is approved but not until 2027. Les suggested that a possible solution for the 2026 payment would be for the City to pay half their share and the County and Ambulance District would pick up the other half.
Mayor Kerr said the City Treasurer said funds would be available for the City to pay half their amount in 2026. The Board agreed to consider this proposal.
The only other agenda item was a request for City employees to receive an additional holiday for January 2nd. Motion was made by David Bugh and seconded by Staci Rimer to deny this. Motion carried.
