Edina City Council Minutes February 9th, 2026

During citizen comments, Echo Menges shared that the Chamber of Commerce will be taking orders for chocolate-covered strawberries for Valentine’s Day, with pickups planned for February 13 at Jared’s Jams.
NEMO RPC Economic Development Specialist Chris Feeney updated the board on the City’s CDBG Demolition Project. He reported two proposals were received for the required historical research and pamphlet preparation. The board voted to accept the proposal from Chalfant Historical Consulting for $3,500. Feeney also provided the demolition inspection contract and a notice-to-proceed agreement with the Mark Twain Regional Council of Governments, and Mayor Kerr signed both documents for forwarding for the Council’s signature.
Knox County Presiding Commissioner Les Cardwell gave an update on E-911 service in Knox County. He said the current E-911 contract with Macon remains in effect through June 30 and that the service has been paid for by the Ambulance District, the County, and the City. Cardwell said the county is working to place a 1/2% sales tax issue on the April ballot to fund 911 going forward, with a 911 board to be appointed initially and later elected if the measure passes.
Cardwell asked the City to commit to paying 17% of the July 1 invoice to continue service, with the Ambulance District and County agreeing to cover the balance. The City Treasurer confirmed that paying 17% would be possible, but the board did not make a decision at this meeting.
A public hearing was held regarding possible increases in city water, sewer, and trash charges. Mayor Kerr noted the last rate increase was April 1, 2023 and that costs have risen considerably over the past three years.
Echo Menges spoke as a resident and asked that the minutes reflect her concern about another rising bill impacting a tightly controlled household budget. With no further comments, the hearing was closed. The board then adopted Ordinance No. 737 after first and second readings by title, approving increases in customer service fees for solid waste removal, water usage, and sewer usage.
In department reports, Utilities Superintendent Roger Parton provided a monthly maintenance update.
Police Chief David Dudley and City Treasurer Peggy Collinge updated the board on police department needs and planning. The board authorized the chief to travel to Jefferson City and purchase a used highway patrol vehicle plus an optional equipment package for an additional $900. They also approved purchasing a radar gun for $2,481, authorized the mayor to enter into an agreement with Axon to move forward with body-worn cameras the city already owns, and approved increasing the uniform budget to $2,200 to purchase a police vest (estimated at about $1,700). The board also approved submitting an application for Chief Dudley to join the Missouri Police Chiefs Association. Dudley shared information about a potential volunteer who would provide 30 hours per week in exchange for the opportunity to obtain online training, and the board expressed interest in the possibility for added coverage.
Treasurer Collinge reported the city’s operational fund is currently at its highest level after tax collections in November and December, with about $12,000 not encumbered at that time, and noted reserve funds will be needed for 911. She suggested the city begin planning for codification of ordinances to be budgeted in 2027 and also encouraged the board to consider identifying a future treasurer—preferably a CPA with governmental accounting experience.
In the Mayor’s report, the board adopted Ordinance No. 738 after first and second readings by title, authorizing the mayor to execute a contract with MoDOT under the Rural Statewide Transportation Alternatives Program (TAP) for sidewalk construction along a portion of Highway 6 and Highway 15. The meeting was then adjourned.
