Minutes for Regular Board Meeting Tuesday, June 10, 2025 

Members Present: Steve Ayers, Jake Brewer, Dan Griesbaum, Chris Huebotter,
Robert R, Miller, Kim Schneider, Michael Scoggin and Randy Sharpe 

Others Present: Ralph Martin and Kathy Munzlinger 

Members Absent: Jeff Janney and Jeff O’Brien 

Quorum: Yes 

Call to Order: The Regular Board Meeting of the Lewis County IDA was called to order on June 10, 2025 at 5:01pm by President Steve Ayers. 

Guests: None 

Minutes: Minutes of the previous meeting held on March 11, 2025 were presented. 

Motion by Dan Griesbaum to accept minutes as presented, motion second 

by Randy Sharpe, motion carried 8-0. 

Financials: as presented including: 

1. Treasurers Report: 

March 5-May 30, 2025 Transaction List Report 

March-May 2025 Profit & Loss Report 

March-May 2025 Balance Sheet 

2. Tipping Fee Report: 1st Quarter 2025 

Old Business: 

Motion by Robert R. Miller to accept Treasurer’s Report and Tipping Fee Report, motion second by Chris Huebotter, motion carried 8-0. 

1. RSMO 349.045 HB 241: Director Martin reported that the bill did get introduced 

and had a committee hearing in the house but got no further. Director Martin will try again next year. 

New Business: 

1. Closed Session: None 

2. Officers Elected: 

President: Steve Ayers 

Vice President: Jeff Janney Secretary: Kim Schneider 

Treasurer: Randy Sharpe 

Motion by Dan Griesbaum to approve Officers, motion second by Robert R. Miller, motion carried 8-0 

3. NECAC Back to School Backpacks: 

Motion by Dan Griesbaum to give $250 to NECAC Back to School Backpack project, motion second by Matthew Scoggin, motion carried 8-0. 

4. Summary Budget FY2026: 

Director Martin presented the FY 2026 Budget as requested by the Auditors. 

5. CABT-Colation Against Bigger Trucks: 

A representative from CABT asked Director Martin for support in lobbying against bigger trucks. Not interested at this time. 

6. TAC Meeting-Transportation Advisory Council: 

Director Martin said he had more information available if anyone is interested. 

7. MEDC Annual Meeting: 

Director Martin attended last week. Director Martin gave a legislative update and reported that only 67 Bills made it to finish. 

8. Stadium Debate: 

Director Martin reported that infrastructure is still a serious issue regarding this project. He reported that Kansas made a pretty good offer, good until June 30, 2025. 

9. Tri State Summit Sponsorship: 

Motion by Jake Brewer to be a Community Partner for $500, motion second by Robert R. Miller, motion carried 8-0. 

10. Landfill Hearing: 

MO DNR has scheduled a public hearing regarding the Landfill Expansion on June 30, 2025 at LaGrange City Hall at 5:00pm. Director Martin will attend. 

11. Other 

Director Martin is going to submit a mock RFI regarding our recent attempt at the large project that was looking for real estate. This will help in future priorities needed for our site. Site Visit will be July 18.
