Canton City Council Board Meeting April 20th, 2026
CANTON, MO- *Key notes from the most recently approved City of Canton Regular Board of Aldermen meeting held April 20th, 2026.
Mayor Fretwell called the meeting to order at 6:04 p.m. The board began with the Oath of Office for First Ward Alderman Teresa McKenzie, Second Ward Alderman Jim Crenshaw, and Third Ward Alderman Jeff Janney.
Mayor Fretwell presented a Fair Housing Proclamation in support of the Fair Housing Act of 1968, declaring April 2025 as Fair Housing Month. The board voted to adopt the proclamation.

The board then elected Jarrod Phillips as Mayor Pro Tem. The minutes state Phillips was elected by acclamation and abstained from the vote.
Culver-Stockton requested a caterers permit (Convenience Concepts LLC) for a Homecoming event that will have alcohol on campus. The board approved the request pending City Hall receiving an approved state caterers permit. The minutes note Phillips abstained from the vote.
The board discussed hay ground within the city limits. No vote was taken, and the minutes state the ordinance will need to be reviewed and amended.
Public Works Director Cindy Kell provided updates, including the cure-in-place sewer liner project (with a final cost expected at the next meeting) and the Mississippi Park sewer project, which will be put out for bid. The minutes state that if bids come back extremely high, the board will discuss doing the project in-house.
The board entered closed session under RSMo 610.021(3) at 6:17 p.m. and returned to open session at 6:58 p.m. The minutes state no vote was taken in closed session.
In other business, PW Director Kell updated the board on pumps being repaired. She also described a Veterans Banners project where people can purchase banners to honor veterans and the city can hang them; the minutes state the board is interested. The meeting adjourned at 7:20 p.m.
