BOARD OF ALDERMAN
OPEN BUSINESS MEETING
MARCH 12, 2024
The LaBelle Board of Aldermen met in open session on March 12, 2024 at 7:00 p.m. at City Hall. Mayor Zach Sharpe presided at the meeting. Mayor Sharpe declared that a quorum was present and called the meeting to order.
Aldermen Present: Elizabeth Clay, Linda Goodson, Roy Lewis, Dee Raleigh, Robbie Walter, and Sam Wilson
City Personnel Present: Ottie Lewis-Assistant City Clerk/Collector, and Wayne Rudd-Wastewater Superintendent.
City Personnel Absent: Wendy Lewis-City Clerk,
Guests: None
Others Present: None
Approval of February 13, 2024 Regular Meeting Minutes: Alderman Robbie Walter moved to approve the February 13, 2024 Open Meeting Minutes as written. Alderman Linda Goodson seconded the motion. The motion passed with a vote of Aye-6, Nay-0.
Financial Reports: The monthly financial reports were presented and studied.
Bills for Approval: Bills for the month were presented and studied. Alderman Beth Clay moved to pay all bills. Alderman Dee Raleigh seconded the motion. The motion passed with a vote of Aye-6, Nay-0.
Water Usage Report: The monthly Water Usage Report was presented and studied.
Collector’s Report: The City Collector’s Report was presented and studied.
Unfinished Business:
City Survey Addition: Still being worked on
Derelict Properties: To be discussed later
Sewer Project: Smoke tested and sent letters
Water Project: Ordered meters. 150 should be received next week
LSLI Project: Waiting for DNR to approve the contract

Purchase of a new computer for Assistant City Clerk/Collector Ottie Lewis
Easter Egg Hunt in the City Park on March 30
The Annual review of Salaries/Employees’ Salaries and Benefits Changes to be effective in the Board Input regarding purchase and Capital Improvements. The following changes were discussed:
After 3 days absence, a doctor excuse is required
Review bereavement policy-3 days paid for immediate family and spouse’s immediate family
Keith Strange salary increased from $22 to $22.50
Wayne Rudd salary increased from $23 to $23.50
Wendy Lewis salary increased from $19 to $19.50
Assistant City Clerk Ottie Lewis salary increased from $14 to $16.50
Hiring a part-time employee for the summer mowing and weed eating at $13 – $15 per hour
Alderman Linda Goodson made a motion to m increase the above salaries. Dee Raleigh seconded the motion. The motion passed with a vote of Aye-5, Nay 0. Alderman Roy Lewis abstained
Other Capital Improvements discussed were:
Streets
Tubing
A longer tube by the Fire Department
A newer truck
The Manyx building
Bids on a newer mower – $8,500 and $10,900
Street Lights
Lot next to City Hall
A Partition in City Hall
A new front door at City Hall
Mayor’s Report:
Sewer System:
Another manhole was found
Trash pickup will be April 5
If people will put their brush on the curb, the City employees will pick it up
Discussed having the tree cut down in front of Scott Parrish’s house that is on the city side
Ameren conduit and the next steps
Roger Parrish ditch
Motion to adjourn: Alderman Robbie Walter moved to adjourn the meeting and Alderman Roy Lewis seconded the motion. The motion passed with a vote of Aye-6, Nay-0. Meeting adjourned at 8:55 p.m.
