Knox County Commission Minutes* – February 2nd Thru March 9th, 2026


3/23/206 – *Key notes from the most recently approved Knox County Commission meetings held on February 2, February 6, February 9, February 13, February 20, February 23, March 2, March 6, and March 9, 2026:

Across these meetings, Presiding Commissioner Leslie Cardwell and Commissioners Bill Whiles and John Greenley handled a mix of budget actions, road and bridge planning, equipment decisions, and several countywide programs.

On February 2, the commission discussed a Campspot price increase for the Sever Lake campground and hunting areas. 

The commission also discussed replacing the Thunder Avenue bridge and decided to order a culvert for replacement. 

Road and Bridge updates included a report that the motor is out of a mulcher head and that repair and replacement options were being reviewed. 

The commission also discussed selling two of the county’s oldest motor graders through BigIron, with the graders to be consigned to an April 2026 sale. 

Ameren representatives requested a road use agreement for a transmission line project and reported that land staff is pursuing easements, with construction scheduled to begin in 2027.

On February 6, the commission reviewed information tied to the Knox County Multi-Jurisdictional Hazard Mitigation Plan, with a meeting scheduled for February 13. 

The commission also received a U.S. Census Bureau request and noted that Commissioner Cardwell would complete the Boundary & Annexation Survey. O

ther items included a call about Lion Street needing grading, setting Match Rock Program dates for March 10–12 with sign-up in the commissioners office, approving a letter from Jane Moore regarding a counselor training meeting, and ordering additional tracking devices for county equipment. 

A representative for Congressman Sam Graves also provided state updates, including a report that $5 million was granted to the University of Missouri Research Farm in Novelty, Missouri, to include a weather station radar. 

On February 9, the commission received an updated 2026 rock price list from Central Stone. 

Road and Bridge discussions included wage increases, efficiency ideas, and future plans for bridge deck replacements. 

The commission also discussed whether to join a lawsuit related to SB3; a motion to join failed on a roll call vote (Whiles—yes; Greenley—no; Cardwell—no).

On February 13, the commission met.

The commission signed collector erroneous assessments and additions and approved checks.

 NEMO RPC presented the 2026 Knox County Multi-Jurisdictional Hazard Mitigation Plan, and the commission approved the county’s portion of the resolution.

On February 20, the commission  discussed bridge deck replacement materials for Seymour, choosing the heavier material option after reviewing pricing. 

Commissioner Cardwell reported being contacted by a business about the possibility of removing and spraying brush on county rights-of-way, noting that more research and quotes would be gathered. 

The commission also received a Road & Bridge update for February projects, took a call about permits for BP Pipeline to apply rock over pipeline areas on private land, and heard from a Shelby County commissioner about E911 services between Knox and Shelby County.

On February 23, the commission addressed a report of steel posts in a grader ditch along Trapper Avenue, with Road & Bridge to contact the landowner about moving the posts back to allow proper maintenance. 

The commission reviewed information from Larry Clark regarding a possible letter of support for a Community Foundation, noting it would be discussed later. 

The commission also received an application involving MoDOT grant funds for the sheriff’s department, sought repair information for a wheelchair lift, and held a Zoom meeting with MAC about SB3 issues.

On March 2, the commission revisited the SB3 lawsuit topic. A motion to join the lawsuit was amended to cap spending at not more than $5,000, and the amended motion passed on a roll call vote (Whiles—yes; Greenley—yes; Cardwell—no). 

The commission also heard that Harry Lee Oldfather could resume part-time help in the summer hauling rock if needed.

On March 6, the commission continued discussion on tree removal on Divine Street. The commission also discussed researching the Missouri Scrap Tire Grant and the possibility of replacing courtyard park benches with recycled material, with quotes and grant information being gathered. 

Several financial court orders were approved, including a County Group Health Insurance Fund court order with amounts listed by fund, and a separate court order authorizing the Treasurer to transfer $30,000 from General Revenue to Law Enforcement and Assessment funds and $42,500 to the Emergency fund. 

Echo Menges spoke about informing the public regarding a proposed April ballot sales tax question to fund E911 services.

On March 9, the commission prepared forms and books for 2026 Match Rock sign-ups, and visited Sever Lake to review needed maintenance and proposed upgrades.
