CITY COUNCIL
PALMYRA, MISSOURI
January 29, 2026
The Palmyra City Council met on the above date in the Palmyra Council Chambers at 7:00 p.m. with
Mayor Alan R. Adrian presiding. Council Member Steve Bland opened the meeting with an Invocation.
The Pledge of Allegiance was recited and the following council members answered roll call: Zach Jones,
Steve Bland, Clay Thornburg, Earl Meyers, Rex Thomas, and Brock Fahy. Also in attendance were Austen
Dornberger, Brent Abell, Mike Baker, Kyle Brennemann, Doug Meyers, Ernie Boulware, Gary Stuhlman,
Gerry Maas, Tim Browning, Eddie Kamm, Chet Leasman, Eric Shangraw, Doug Dry, and James Lemon
A motion was made by Council Member Bland and seconded by Council Member Jones to approve the
agenda as presented. The roll call vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers, Thomas,
and Fahy. Nays: None. The motion carried.
A motion was made by Council Member Bland and seconded by Council Member Jones to approve the
consent agenda. The roll call vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers, Thomas, and
Fahy. Nays: None. The motion carried. The consent agenda consisted of the following:
a. Approval of Minutes – January 15th meeting
b. Bills for Approval
c. Klingner & Associates – Invoice #89291 {DNR-WA System Improvements}
d. Financial Report – December
Eric Shangraw from GFL Environmental thanked the council for the current business through the solid
waste contract and hoped to extend the contract for an additional three years. The extension proposal
will be discussed later in the meeting.
Doug Dry, owner of The Rebel Pig, addressed the council with his concerns on the newly adopted trailer
ordinance and how it will affect his business as the cooker on the trailer located outside his business is
essential for the type of menu items he offers. He asked the council to consider a grandfather clause or a
permitting process which would allow trailers on the street at the discretion of the City. Mr. Dry left the
meeting at 7:19 p.m.
Street Commissioner Austen Dornberger advised the drainage project on Martha Street has been
completed but will need some additional grading plus the placement of seed and straw in the spring.
The street department will start working on the removal of drywall at the police department once
weather permits.
Council Member Brock Fahy and members of the Parks department will get together to discuss the next
steps for the kitchen renovation.
A motion was made by Council Member Jones and seconded by Council Member Thomas to authorize
the purchase of a new Christmas wreath for city hall from Display Sales in the total amount of $521.00.
The roll call vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers, Thomas, and Fahy. Nays: None.
The motion carried.
A motion was made by Council Member Thornburg and seconded by Council Member Meyers to accept
the proposed Waste Collection Agreement provided by GFL Environmental for an additional three years
beginning September 1, 2026. The roll call vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers,
Thomas, and Fahy. Nays: None. The motion carried.
A motion was made by Council Member Meyers and seconded by Council Member Thornburg to
approve and authorize Mayor Adrian to execute the Real Estate Lease with Jackson Park Inc. The roll call
vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers, Thomas, and Fahy. Nays: None. The motion
carried.
The elected officials reviewed the proposed on-call city engineering contract and authorized City
Attorney James Lemon to forward to Klingner & Associates for comment.

City Attorney Lemon provided the first reading of Bill #1674 entitled “AN ORDINANCE AUTHORIZING THE
MAYOR TO EXECUTE A CONTRACT AND OTHER REQUIRED DOCUMENTS WITH THE MISSOURI HIGHWAY
AND TRANSPORTATION COMMISSION REGARDING THE AWARD OF A STATE OF MISSOURI TAP GRANT.”
The Heimer Construction Co., Inc. bid for the Parks kitchen renovation was tabled.
Council Member Bland provided an update from the Board of Public Works meeting.
Council Member Fahy advised the finance committee will meet in the next couple of weeks for budget
preparation.
Mayor Adrian advised of an informational meeting that will be held on February 3rd at 5:00 p.m. at the
Hannibal High School to answer questions on the proposed TTD.
A motion was made by Council Member Fahy and seconded by Council Member Jones to enter closed
session pursuant to Section 610.021(1)(3)(13), RSMo. and admit the elected officials, the BPW board
members, Superintendent Brent Abell, City Attorney James Lemon, and City Clerk Deena Parsons. The
roll call vote was as follows: Ayes: Jones, Bland, Thornburg, Meyers, Thomas, and Fahy. Nays: None. The
motion carried. Visitors left the meeting and the council entered closed session at 7:58 p.m.
After a motion in closed session to enter open session and with no further business before the council, a
motion to adjourn was made by Council Member Thornburg and seconded by Council Member Bland at
9:29 p.m.
