Palmyra City Council Meeting Minutes – April 2, 2026


PALMYRA, MO- Key highlights from the most recently approved Palmyra City Council meeting held on April 2, 2026

At its April 2 meeting, the Palmyra City Council approved an ordinance increasing the substitute franchise fee from 3% to 5%. Bill #1675, which amends Section 105.160 of the city ordinances, was given its second reading by City Attorney James Lemon and was passed unanimously by council members Zach Jones, Steve Bland, Clay Thornburg, Earl Meyers, and Rex Thomas. Council Member Brock Fahy was absent.

The council authorized the purchase of eight new iPads for elected officials and the city attorney at a cost of $3,731.12. This expenditure was already included in the FY2027 budget. In addition, the council decided against applying for a John Deere Financial multi-use charge account following notice that SN Noble (also known as Sydenstricker) would no longer maintain in-house charge accounts. Instead, department heads will use city credit cards or identify alternate vendors for parts and services.

During the session, the council voted to amend the current fiscal year budget, moving $5,000 from the police task force expense line item to the police equipment expense line item. The council also declared the police department’s non-functioning traffic camera as surplus and approved its disposal after Chief Mike Baker’s report.

Committee updates included a report from Council Member Bland about the police department’s budget, Blue Shield grant, and training schedules. Council Member Jones discussed the street and alley committee’s review of street department operations and potential staffing changes, as well as a proposal from the Chamber of Commerce to add banners to historic light poles. Other updates included progress on city sidewalk and gutter installations, infrastructure improvements, and Nutrition Center renovations. An update was also given regarding ongoing settlement discussions involving the Conner family case.

The meeting concluded with a vote to enter closed session at 8:29 p.m., and adjournment took place at 8:42 p.m.
