The Commission met pursuant to order of adjournment on April 22, 2024, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer and Deanne Whiston were present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for April 18, 2024. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0.
Minutes: Commissioner Fleer made a motion to approve minutes for April 22, 2024. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0.
Payroll: Commissioner Murphy made a motion to approve timecards from April 14th-27th, Commissioner Whiston seconded; Commissioner Fleer agreed. Approved 3-0.
Bills: Commissioner Whiston motioned to approve the payments of warrants #31929-31949 from General Revenue, warrants #22184-22188 from Road & Bridge, warrants #5766-5768 from the Assessment, warrants #20937-20942 from L.E.O.F, and warrants # from Co Farm. Commissioner Fleer seconded; Commissioner Murphy agreed. Approved 3-0.
Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. Finished hauling conservation rock

Billy Joe cleaned out tubes- #300, 316, 314, 403, 428, 463
Meetings: Collector Lay and Deputy Carter attended the Collector’s conference April 23rd-25th
Other Business: Scott Harrison is meeting commissioner Murphy Saturday morning to discuss the south entrance cement- he didn’t meet Commissioner Fleer last week due to rain
Clerk Sapp sent Jeff Probst an email informing him to contact Denny Smith for the road closing procedures per the commission
Clerk Sapp has the specs and will put a bid in the paper for landscaping to be opened Monday May 13 @10am
Clerk Sapp submitted a transfer voucher to have her RSMO 115.065(4) 5% election fees moved from fund 114 to 117 for the amount of $957.10
Commissioner Whiston made a motion to approve the 5% transfer of the April 2, 2024, Municipal election fee to the 117 Election Service Fund. The percentage of the fee will be revisited at each election and approved before transfer. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.
Deputy Sly wrote April 2, 2024, General Municipal hand checks #1164-1191 for election judges pay
Deputy Sly wrote April 2, 2024 General Municipal entity refund checks #1192-1198 election entity refund payments
Linda Lueckenhoff called Friday to ask Clerk Sapp to let the commission know she is going to wait until April for the sales tax
Clerk Sapp added 3 line items to the Elections Fund- #114-000-69001 Refund April- #114-000- 690002 Refund August- #114-000-690003 Refund November
Deputy Sly was in to ask how to figure extra hours as make up time vs overtime for all employees on their timesheets
Deputy Sly was in to let the commission know Brian Munzlinger had asked about getting a plaque saying he donated 3 framed military memorabilia items- these items are on the wall between the clerk’s office and the ladies room
Adjourn: Motion to adjourn to Monday, April 29, 2024, by Commissioner Fleer. Commissioner Whiston seconded; Commissioner Murphy agreed, passed 3-0.
