City of Canton – September 18th, 2023 Minutes


Regular Board Meeting
September 18th, 2023

Mayor Upchurch called the meeting to order at 7:00 pm. In attendance were Upchurch, Aldermen Janney, Steinbeck, Mathieson, Bracey, Rick Martin after being sworn in and Hausdorf arriving at 7:34 pm. Also in attendance; City Attorney Smith, PW Director Cindy Kell, City Clerk Seangmany.  Please see attached sign in sheet for all other guest.

CONSENT AGENDA

Motion was made by Janney and seconded by Janney to approve the items on the Consent Agenda: Approval of minutes from August 21, 2023 Regular Board Meeting and Special Board Meeting from August 21, 2023 and August 30, 2023, Motion included approval of minutes of Committee Meetings, August Collector’s and Treasurer’s report and appropriations.  Motion carried.

RESOLUTION – JARROD PHILLIPS

Smith read a Resolution honoring Jarrod Phillips for his years of service as Mayor.

Upchurch presented the Resolution to Phillips. Bracey motioned to adopt the

Resolution and Mathieson seconded the motion. Motion carried.

CONSTITUTION WEEK  PROCLAMATION

Motion was made by Mathieson declaring September 17-23, 2023 as Constitution Week.

Steinbeck seconded, motion carried.

WARD 3 ALDERMAN APPOINTMENT 

Mayor Upchurch recommended appointment of Rick Martin to fill vacancy as Ward 3 aldermen. Janney motioned to confirm Rick Martin as Ward 3 Alderman. Bracey seconded. Motion carried. Rick Martin was sworn immediately.

SALE OF PUBLIC WORKS STREET SHED BUILDING PROCEEDS

Motion was made by Bracey to place the proceeds of the sale of the PW Street Shed in the water fund.  Steinkamp seconded, motion carried.

CSC-CATERERS PERMIT APPROVAL FOR HOMECOMING 2023

Culver Stockton requested a Caterers Permit (The Rebel Pig)for the Homecoming event that will have alcohol on campus. Bracey motioned to approve. Janney seconded the motion and the motion carried.

KENNETH RIEFFER REQUEST TO SPEAK-CITY OVER REACH

Kenneth Rieffer complained to the board that he is upset that he is required to obtain a business license for operating an Airbnb.  The board stated they will research and discuss this further.

PARKS PROJECTS-TERRY FRETWELL

Motion was made by Mathieson to approve the following projects to paid from parks fund.

*$500 for a kiosk for the Lincoln school building.

*$1,000 for new dusk to dawn globe lights 

Bracey seconded, motion carried.

ONLINE PROPERTY AND EVIDENCE COURSE

Motion was made by Steinbeck to authorize the Police Clerk Joy Brewer to complete course to become a certified property and evidence specialist for the amount of $635.00. Janney seconded, motion carried.

CHIEF SELECTION PROCESS REPORT

Mayor Upchurch updated the board on the process of the Chief of Police Selection.  Upchurch briefed the board that we are working with Police of Chief Link from Moberly, MO.

POLICE CHIEF SALARY RANGE

The board briefly discussed this item, more research of the MML salary schedule will be provided for a special board meeting.

LIBRARY TRUSTEE APPOINTMENT-CARLA MCREYNOLDS

Motion was made by Hausdorf to approve Carla McReynolds as a new member to the Library Board. Bracey seconded, motion carried.

NO CLOSED SESSION 

OTHER BUSINESS 

Motion was made by Bracey to approve the request for no parking on 4th Street and Lewis Street west to 7th Street on Saturday, October 27, 2023 from 8 am -10:30 am.  Signage for the no parking will be provided by the college.  Janney seconded, motion carried.

Motion was made by Janney to approve the street closure for a cancer benefit on October 22, 2023 from Clark Street and 5th Street to the middle of the block on Clark Street between 5th and 6th Street with property owners consent.  Steinbeck seconded, motion carried.

Motion was made by Janney to proceed with awarding the contract to North East Regional Planning on the Recreational Center Grant contingent on State approval. Former Mayor Jarrod Phillips will continue to work on this project with the Grant Administrator.  Mathieson seconded, motion carried.

Janney motioned to adjourn and Bracey seconded.  The meeting adjourned at 8:13 pm.
