Canton Mo City Council Board Minutes September 15, 2025


REGULAR BOARD MEETING 

September 15, 2025 

Mayor Pro Tem Phillips called the meeting to order at 6:00 pm. In attendance were Phillips, Aldermen Janney, Crenshaw, McDermott, Martin. Mayor Fretwell and Alderman McKenzie were absent. McKenzie attended the meeting via Zoom Meeting. Also in attendance; City Attorney Smith, PW Director Cindy Kell, City Clerk Seangmany, Chief Blakely. Guest were Mary Fretwell, Kirby Clark and John Wood arriving late. 

CONSENT AGENDA 

Motion was made by McDermott and seconded by Martin to approve the items on the Consent Agenda: Approval of minutes from August 18, 2025 Regular Board Meeting, Motion included approval of minutes of Committee Meetings, August Collector’s and Treasurer’s report and appropriations. Motion carried. 

316th AVENUE PAVING 

PW Director Cindy Kell will consult and gather more information with Emery Sapp about the repair and paving of this street. This will be brought to October 7, 2025 Special Board Meeting for a final vote. 

WELCOME CENTER ROOF BIDS 

Motion was made by Janney to accept bid option #2 for the amount of $12,650.00 from Rudy’s Roofing. This was the only bid the city received. This project will be paid from the city hall roofing fund and the remainder will be paid from general building fund. McDermott seconded, motion carried. 

CSC HOMECOMING ROAD CLOSURE REQUEST 

Motion was made by McDermott to approve the CSC homecoming road closure request. Janney seconded, motion carried. CSC was also informed to reach out to MODOT for the 4th Street approval. The Police Department will be responsible to close the streets in the route, as well to contact URSA Farmers Coop to notify the semi drivers. 

CSCCATERERS PERMIT APPROVAL FOR HOMECOMING 2025 

Culver Stockton requested a Caterers Permit (West End Bar and Grill) for the Homecoming event that will have alcohol on campus. Janney motioned to approve pending the City Hall receives Approved State Caterers Permit. McKenzie seconded the motion and the motion carried. 

TAP GRANT SUPPLEMENTAL AGREEMENT #

Motion was made by McKenzie to authorize Mayor Fretwell to execute a Tap Grant Supplemental Agreement with MODOT. Janney seconded, motion carried. 

CANTON MAIN STREET CLOSURE REQUEST 

Motion was made by Crenshaw to authorize the requested street closure for the 9/20/2025 event at Central Park. McDermott seconded, motion carried. 

REGULAR BOARD MEETING September 15, 2025 

MONEY MARKET DISCUSSION 

Discussion continued on this matter. More research information will be given to the board at a later time. 

VISION/DENTAL INSURANCE INFORMATION 

Information was given to the board regarding Vision and Dental cost. Research will continue and given to the board at a later time. 

CATERERS PERMIT APPROVAL FOR CSC FAMILY WEEKENDPENDING STATE LICENSE 

Crenshaw motioned to approve pending the City Hall receives Approved State Caterers Permit. McKenzie seconded the motion and the motion carried. Phillips abstained. 

OTHER BUSINESS 

Motion was made by Crenshaw to approve the extension of the “Lease Agreement for Communications Equipment on the North Water Tower for Five Years with the United State Bank”. USB must move and secure the cable from the ladder per DNR before agreement is signed. McDermott seconded, motion carried. 

Crenshaw requested all of the cost from the Police Department Settlements from 2 years ago due to citizens asking him this information. The City Clerk will work on this request as time allows. 

PUBLIC COMMENTS AND QUESTIONS 

None 

PUBLIC WORKS 

PW Director Kell will check on the top beacon light on the water tower due to a citizen complaint. 

PW Director Kell will also check on a complaint of light being out at Route P, it was reported that the light 

pole does not contain a number to be called in. POLICE COMMITTEE 

Chief Blakely reported to the board that truck #1 is in need of new tires for the cost of $1,021.81 the board responded that no vote is needed and to replace them. 

Chief Blakely updated the board know that the Blue Shield Grant is still under review, he also updated the board on the Dare Training Grant. 

Chief Blakely informed the board he has a new recruit and more information will be shared at a later date.

Janney motioned to adjourn and McDermott seconded. The meeting adjourned at 7:27 pm.
