BOARD OF ALDERMAN
OPEN BUSINESS MEETING
OCTOBER 14, 2025
The LaBelle Board of Aldermen met in open session on October 14, 2025 at 7:00 p.m. at City Hall. Mayor Zachary Sharpe presided at the meeting. Mayor Sharpe declared that a quorum was present and called the meeting to order.
Aldermen Present: Sam Wilson, Colt Jennings, Roy Lewis, and Kyle Clay.
Alderman Absent: Linda Goodson and Dee Raleigh
City Personnel Present: Wendy Lewis, City Clerk, Josh Crandall and Wayne Rudd, City Employees, and Ottie Lewis-Assistant City Clerk/Collector
Guests:
Amy Turpin: Amy came to request to block off Liberty Street between 4th and 5th from 4:30pm to 8 pm on Friday, October 31, 2025 for a Halloween tunnel for the kids to run from her house to Robert Chapmans. After discussion, Alderman Kyle Clay moved to approve the closure. Alderman Sam Wilson seconded the motion. The motion passed with a vote of Aye-4, Nay-0.
Lewis County Sheriff’s Office: Sheriff David Parrish, Jerod Eisenberg, and Steve Battaglia presented the idea of FLOCK cameras in La Belle. There is a grant that hopefully would pay for the camera’s operation for two years. Cost is $3000 to $3500 a year. Ask the community what they would think if they were to be placed in town. Next meeting we might be able to have a public hearing and see where the grant is at.

Approval of September 8th, 2025 Meeting Minutes: Alderman Colt Jennings moved to approve the September 8th, 2025 Open Meeting Minutes as written. Alderman Kyle Clay seconded the motion. The motion passed with a vote of Aye-4, Nay-0.
Financial Reports: The monthly financial reports were presented and studied.
Bills for Approval: Bills for the month were presented and studied. Alderman Kyle Clay moved to pay all bills. Alderman Sam Wilson seconded the motion. The motion passed with a vote of Aye-4, Nay-0.
Collector’s Report: The City Collector’s Report was given. There will be no properties on the tax sale this year.
Unfinished Business:
Derelict Properties: People have started receiving their letters. Several have called to discuss this with the Mayor.
Sewer Project: Treatment facility is ongoing. Grouting crew supposed to be here to finish up this week.
Water Project: Moving along well.
Sidewalks: MODOT brought us some concerns. We are needing to get an easement to go around the big tree at 500 N 4th street. It will be too costly to remove it. This will take time and we will need to sign a supplemental agreement to extend the PS & E approval date to March 1, 2026. This will not affect cost. After discussion, Alderman Sam Wilson moved to approve for the agreement to be signed. Alderman Kyle Clay seconded the motion. The motion passed with a vote of Aye-4, Nay-0.
Alderman Linda showed up to the meeting.
Bike Shop: We are basically at square one again. We have talked to and emailed a few possibilities, with no response. Options were discussed. Sealed bids were the winner. Will work on ad and plan to open bids at December meeting. While we are at it, we will add the snow plow to sealed bids. After discussion, Alderman Colt Jennings moved to put the snow plow up for bids as well, to be opened at the November meeting. Alderman Sam Wilson seconded the motion. The motion passed with a vote of Aye-5, Nay-0.
City Base Wages: Postponed until next meeting.

First Reading: Alderman Kyle Clay motioned that BILL NO. 8-2025 be given first reading by title. Alderman Sam Wilson seconded the motion.
Mayor Sharpe then read BILL NO 8-2025 by title.

BILL NO. 8-2025 was then numbered Ordinance # 8-2025 and signed and approved by Mayor Sharpe and attested by the City Clerk.
Need to appoint a code enforcer: After discussion, Alderman Kyle Clay nominated Josh Crandall as the code enforcer. Alderman Sam Wilson seconded the motion. The motion passed with a vote of Aye-5, Nay-0.
South Flower Bed: Beverly Roberts maintains three of the four flower beds in town. It is a lot of work. She was thinking maybe we could just put down a liner and some white rock for the South side flower beds next year. All agreed.
Mayor’s Report:
Mayor Sharpe gave a report on things happening in town.
Motion to adjourn: Alderman Colt Jennings moved to adjourn the meeting and Alderman Kyle Clay seconded the motion. The motion passed with a vote of Aye-5, Nay-0. Meeting adjourned at 8:30p.m.
