City of La Belle – November 13th, 2023 Minutes

BOARD OF ALDERMAN
OPEN BUSINESS MEETING
NOVEMBER 13, 2023

The LaBelle Board of Aldermen met in open session on November 13, 2023 at 7:00 p.m. at City Hall.  Mayor Zachary Sharpe presided at the meeting.  Mayor Sharpe declared that a quorum was present and called the meeting to order. 

  Aldermen Present: Linda Goodson, Roy Lewis, Dee Raleigh, Beth Clay, Sam Wilson and Robbie Walter 

 Alderman Absent: None 

City Personnel Present: Wendy Lewis-City Clerk and Wayne Rudd- Wastewater Superintendent 

Guests:  None 

Others Present: Chris Heimer and Kyle Clay   

Approval of October 9, 2023 Minutes:  Alderman Robbie Walter moved to approve the October 9, 2023 Open Meeting Minutes as written.  Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-6, Nay-0. 

Approval of October 9, 2023 Closed Meeting Minutes: Alderman Linda Goodson moved to approve the October 9, 2023 Closed Meeting minutes as written. Alderman Dee Raleigh seconded the motion. The motion passed with a vote of Aye-6, Nay-0. 

Financial Reports:  The monthly financial reports were presented and studied. 

Bills for Approval:  Bills for the month were presented and studied.  Alderman Robbie Walter moved to pay all bills.  Alderman Sam Wilson seconded the motion.  The motion passed with a vote of Aye-6, Nay-0. 

Water Usage Report:  The monthly Water Usage Report was presented and studied. 

Collector’s Report:  The City Collector’s Report was presented and studied. 

Unfinished Business: 

City Survey: Still being worked on. 

Derelict Properties: We are continuing to monitor and send letters. 

Sewer/Grant Updates: continuing to work on have meeting with engineers the first week of December. 

City Credit Card: The clerk asked about other city’s credit cards. Most go through banks. 

New Business:   

Meeting Date Change: Mayor Sharpe stated that he would not be able to attend meetings on the second Monday for the next several months due to training for EMT. After discussion, the board decided to move the meeting of January through April to the 2nd Tuesday. 

MODOT TAP Sidewalk Grant/Ordinance: Mayor Sharpe announced that we were approved for the sidewalk grant for $500,000. We will be working on getting donations from the community to help with the 20% match. We will need to adopt an ordinance next month to begin. 

Employee Rewards: Awards were discussed. Alderman Linda Goodson moved to give the full time employees $350 and Ottie Lewis $250. Alderman Sam Wilson seconded the motion. The motion passed with a vote of Aye-5, Nay-0. Alderman Roy Lewis abstained. 

Mayor’s Report: The Mayor reported on things we have accomplished this month, painting water valves, and finished cleaning out gutters. Wayne, Keith and Wendy attended the MRWA conference at the Lake of the Ozark. Wayne and Keith received a years of service coin with Wayne having 45 years and Keith 35 years. We have 1 more manhole riser to replace. Brand new sewer pump was faulty, going to be picked up this week to be looked at. Depot parade info has been updated with a bake sale with proceeds going to suicide prevention. We are contacting tv stations and newspapers. 

Motion to adjourn:  Alderman Robbie Walter moved to adjourn the meeting and Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-6, Nay-0.  Meeting adjourned at 7:54p.m.
