City of La Belle – September 11th, 2023 Minutes

BOARD OF ALDERMAN
OPEN BUSINESS MEETING
SEPTEMBER 11, 2023

The LaBelle Board of Aldermen met in open session on September 11, 2023 at 7:00 p.m. at City Hall.  Mayor Zach Sharpe presided at the meeting.  Mayor Sharpe declared that a quorum was present and called the meeting to order.

Aldermen Present:  Roy Lewis, Dee Raleigh, Robbie Walter, and Sam Wilson

Alderman Absent:  Kari Kaylor and Linda Goodson

City Personnel Present:  Ottie Lewis-Assistant City Clerk/Collector, Keith Strange-Superintendent, Wayne Rudd-Wastewater Superintendent, and temporary Part-time employee Darrell Shepard.

City Personnel Absent:  Wendy Lewis-City Clerk,

Guests:  None

Others Present:  None

Approval of August 21, 2023 Regular Meeting Minutes:  Alderman Robbie Walter moved to approve the August 21, 2023 Open Meeting Minutes as written.  Alderman Sam Wilson seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.

Approval of August 21, 2023 Closed Meeting Minutes:  Alderman Sam Wilson moved to approve the August 21, 2023 Closed Meeting Minutes as written.  Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.  Keith Strange signed the Employee Understanding of Diplomacy Action.

Financial Reports:  The monthly financial reports were presented and studied.

Bills for Approval:  Bills for the month were presented and studied.  Alderman Robbie Walter moved to pay all bills.  Alderman Roy Lewis seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.

Water Usage Report:  The monthly Water Usage Report was presented and studied.

Collector’s Report:  The City Collector’s Report was presented and studied.

Unfinished Business: 

City Survey Addition:  No bill has been received yet.

Derelict Properties: Continuing to monitor and send letters

G-Works Upgrade:  The upgrade is funded out of the ARPA Grant

Lead Service Line Inventory:  Alderman Sam Wilson moved to accept the bid from Z & R Trenching for $24,750 which comes out to $82.50 per meter.  Alderman Robbie Walter seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.

New Business:  

Small Business Block Party:  Paige Legg is sponsoring a Small Business Block Party on the corner of 4th and State September 23 at 5:30 pm.

Food Bank:  Alderman Raleigh asked if the food bank was to no longer be at the Christian Church if it could be moved to the park.

Safety Deposit Box Signers:  Alderman Robbie Walter moved to remove former Mayor Scott Hoffman’s name.  Alderman Dee Raleigh seconded the motion.  The signers will be Mayor Zach Sharpe, City Clerk Wendy Lewis and Alderman Roy Lewis. The motion passed with a vote of Aye-4, Nay-0.

North Ward Alderman Status:  Alderman Kari Kaylor has given her resignation due to health issues.  Alderman Roy Lewis moved to accept her resignation.  Alderman Dee Raleigh seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.  Mayor Sharpe stated he has appointed Elizabeth Clay to fill the position.  She will not be able to attend the October 9 meeting so we will swear her in at the next upcoming meeting. 

Mayor’s Report:

Streets and Sewer System:  Mayor Sharpe discussed the improvements on streets and the sewer system.  He and Wendy had visited Brookfield and Brunswick to learn more about their systems as examples of improvements for our system.

Missouri Municipal League meeting:  The meeting is scheduled for October 5 at 11:30 am in Kirksville. Aldermen attending will be Sam Wilson, Roy Lewis, along with Mayor Sharpe and City Clerk Wendy Lewis.

Motion to adjourn:  Alderman Robbie Walter moved to adjourn the meeting and Alderman Dee Raleigh seconded the motion.  The motion passed with a vote of Aye-4, Nay-0.  Meeting adjourned at 8:35 p.m.
