December 22, 2025
Commission met pursuant to order of adjournment on December 15, 2025, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for December 16, 2024. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Payroll: Commissioner Fleer made a motion to approve timecards from December 7th -20th, Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Bills: Commissioner Fleer motioned to approve the payments of warrants #33174-33189 from General Revenue, warrants #22897-22902 from Road & Bridge, warrants #6035-6036 from the Assessment, warrants #21539-21545 from L.E.O.F, and warrants #1216 from Co Farm. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Meetings: Commissioners Murphy and Fleer and Commissioner Redmon went to Kirksville to discuss the Second Judicial Circuit budget for 2026 December 22nd
Other Business: Commissioner Murphy signed the proposal acceptance letter from Higginbotham for the property and liability insurance proposal
Sheriff Parrish will meet with the commission on December 29th to go over his budget
Commissioner Murphy signed a revised progress invoice #20 for $68,453.90which was a decrease of $7,587.88
The commission signed the 26-27 Assessment Maintenance Plan Agreement
Arch Brokerage sent a list of the 8 people who did not enroll in medical and are not eligible for Direct Primary Care
ServPro sent the bill for the second half of the payment of $20,030.68 for the mold remediation
Elam sent over the annex HVAC bid specs
Julie George said the SOS isn’t taking all of the files in the courtroom- she is looking into cleaning services in Missouri for the files with mold- David Sneide from the SOS and Julie took files to David’s car Thursday after commissioner Murphy told her not to take any files out of the before anything was removed- Julie and John George will take files to Jefferson City
Schraeder Law sent the 2026 County Government Legal Services Program to be signed and a bill for $1,200.00- the commissioners signed the agreement
Julie George turned in the Circuit Clerk Interest fund, Time payment fund, Law Library fund, Coroner Arnold, Collector Lay turned in Tax Maintenance, and Prosecuting Attorney Fellinger turned in budgets
Commissioner Murphy signed the Child Support Prosecutor fund for 2026-2028
Adjourn: Motion to adjourn to Monday, December 29, 2025, by Commissioner Redmon, Commissioner Fleer seconded; Commissioner Murphy agreed, Approved 3-0.
