December 8, 2025
Commission met pursuant to order of adjournment on December 1, 2025, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for November 24, 2025. Commissioner Redmon seconded; Commissioner Murphy agreed. Approved 3-0.
Minutes: Commissioner Fleer made a motion to approve minutes for December 1, 2025. Commissioner Redmon seconded; Commissioner Murphy agreed. Approved 3-0.
Payroll: Commissioner Redmon made a motion to approve timecards from November 23rd- December 6th. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.
Bills: Commissioner Redmon motioned to approve the payments of warrants #33134-33159 from General Revenue, warrants #22872-22885 from Road & Bridge, warrants #6026-6031 from the Assessment, warrants #21520-21526 from L.E.O.F, and warrants #1213-1215 from Co Farm. Commissioner Fleer seconded; Commissioner Murphy agreed. Approved 3-0.
Road & Bridge: Road and Bridge Supervisor Drew Frese and Secretary Colclough were present.
Cleaned the roads better- pushed shoulders back- need to clean some intersections better
Chipped the school and golf course road and #264 & 287
Ford 2015 broke the auger in the sander will take to get fixed
Beth with Howe and Company sent an email about the 2026 budget
Other Business: Clerk Sapp submitted the November budget report
Clerk Sapp submitted the November court order report
Recorder Parrish submitted her November report
Treasurer Roberson submitted the November monthly balance report
Treasurer Roberson submitted the November bank reconciliation report
The extension submitted their budget
Treasurer Roberson wrote public agency checks # 3929-3943
Clerk Sapp handed out budget sheets to the office holders
Public administrator Barton turned in his budget
Circuit Clerk George was in to talk to the commission about putting her file cabinets and storage racks in Jen Woods storage room- she said she will not be the ones moving them and thought ServePro was going to- she called the state and followed their instructions- if the court rooms comes back with mold in it she will have the files cleaned where she chooses- will wait until the post mold test is completed
The commission, Circuit clerk George, Jason Whiston- contractor, Nick Logsdon and John Hultz- ELAM and Clerk Sapp went to the annex building to discuss remodeling and a new HVAC system- Jason confirmed the wall in the hallway could be removed- 2 doors in the backroom will be removed- Nick recommended putting plastic on the dirt underneath the building up about 14 inches, insulate walls and treat as a conditioned space- keep the thermostat at a constant temp- put returns in the walls not doors for sound purposes- all new ducts use flex duct- new Hvac system- make a hallway in the front of the building with 3 doors- replace the water heater with instant electric water heaters in each bathroom- remove a window and replace old windows- will get specs drawn up for both projects
There are 16 boxes, 17 binders and 4 stacks of papers that belong to the Assessor’s office that need removed from the annex building- the commission asked for a letter to state the Assessor’s office employee’s were destroying the documents- Assessor Logsdon stated she will not provide a letter since she was the one who threw the documents away herself
Commissioner Fleer made a motion to add the following to the Expense Reimbursement section of the employee manual: Mileage reimbursement must be turned in monthly if not payment can be denied and Mileage and training reimbursement must be turned in within 30 days of training completion if not the payment can be denied. Commissioner Murphy seconded; Commissioner Redmon agreed, Approved 3-0.
9 employees are not taking the county medical insurance that includes Healthspan- some of these employees have expressed interest in Healthspan- Commissioner Murphy’s position on it is Healthspan was always integrated with the insurance plan and never discusses as a separate benefit- Commissioner Fleer said he understood Murphy’s position but didn’t feel it was fair to not give it to those who couldn’t take the insurance- Commissioner Fleer would like to think about it and come back to this discussion next week- Jon McCarty called Wednesday and stated he needed an answer now about the non- insured employees being eligible for Healthspan- Commissioner Fleer said it will only be for those who take insurance like originally agreed upon
