December 4, 2023 

Commission met pursuant to order of adjournment on November 27, 2023, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer was present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order: 

Minutes: Commissioner Murphy made a motion to approve minutes for November 27, 2023. Commissioner Fleer seconded; Commissioner Whiston agreed. Approved 3-0. 

Payroll: Commissioner Fleer motioned to approve the payment of warrants #203251-203252 from General fund, warrants #203253-203258 from Road & Bridge fund, warrants #203259 from Assessment fund, and warrant #203260-203261 from LEOF. Commissioner Fleer agreed. Approved 2-0. 

Payroll: Commissioner Fleer motioned to approve the payment by EFTP of warrants #2366- 2383 from General fund, warrants #2384-2385 from Road & Bridge fund, warrants #2386-2387 from Assessment fund, and warrant #2388-2403 from LEOF fund. Commissioner Murphy agreed. Approved 2-0. 

Bills: Commissioner Fleer motioned to approve the payments of warrants #31622-31638 from General Revenue, warrants #22026-22036 from Road & Bridge, warrants #5715-5718 from the Assessment, warrants #20793-20802 from L.E.O.F, and warrants #1158 from Co Farm. Commissioner Murphy agreed. Approved 2-0. 

Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. 

Dan Kelly was in to discuss the golf course road- Chris Peterson from MO Dot was also in attendance- Commissioners Murphy, Fleer and Chris Peterson went to look at the golf course road 

Serviced Bobcat skid steer 

2013 Ford changed oil and filter 

2019 Ford put sander and plow on 

Fixed bridge #526 rail 

2023 Ford put the front mud flaps on 

Put up new signs on bridges 526 and 597 

Checked roads and tubes 

Other Business: Clerk Sapp submitted November’s budget report 

Deputy Sly submitted November’s leave report 

Clerk Sapp submitted November’s court order report 

Clerk Sapp submitted November’s Election Service account report 

Clerk Sapp updated the budgets that have already been turned in 

Clerk Sapp reached out to Allie Bennett with NE Electric to ask if they planned on using the same right of ways or would need to establish new ones- the commission would like to know- Allie stated they would use the existing right of ways-the project will be in the Mississippi River bottoms 

The courthouse Christmas party will be December 21st at 12 

The county received a letter from the Missouri Sheriff’s Retirement System stating SB 20, 75, and 186 were signed by the governor so beginning 1-1-2024 the sheriff will have to contribute 5% of his taxable income to the Missouri Sheriff’s Retirement System 

Commissioner Fleer made a motion to pay $594,356.52 from ARPA to Road and Bridge Capitol line item # 202-000-420071 for reimbursement for the construction of the Bartz Bridge. Commissioner Murphy agreed. Approved 2-0. 

Recorder Parrish submitted her November report 

Adjourn: Motion to adjourn to Monday, December 11, 2023, by Commissioner Murphy. Commissioner Fleer agreed, passed 2-0.
