Commission met pursuant to order of adjournment on January 5, 2026, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for January 5, 2026. Commissioner Redmon seconded; Commissioner Murphy agreed. Approved 3-0.
Budget Hearing: The Commission held the budget hearing at 9:00 am in the commissioner’s room. In attendance were Commissioners Murphy, Redmon, Fleer, Clerk Shannon Sapp, Chris Coy, Brenda Schreck, Circuit Clerk George, Recorder Parrish, and Treasurer Roberson
Commissioner Murphy called the hearing to order and asked the clerk to read the budget message. After the message was read, Commissioner Murphy asked if there were any questions.
Clerk Sapp will roll over the budget to BA and load the budget to Budgetary.
Payroll: Commissioner Fleer motioned to approve the payment of warrants #203748-203749 from General fund, warrants #203750-203753 & 203755-203758 from Road & Bridge fund, warrants #203754 &203759 from Assessment fund, and warrant #203760 from LEOF. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Payroll: Commissioner Fleer motioned to approve the payment by EFTP of warrants #4527- 4544 & 4566-4570 from General fund, warrants #4545-4546 & 4571-4572 from Road & Bridge fund, warrants #4547-4548 & 4573 from Assessment fund, and warrant #4549-4565 & 4574- 4587 from LEOF fund. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Bills: Commissioner Murphy motioned to approve the payments of warrants #33201 from General Revenue, warrants #22910 from Road & Bridge, warrants #6041 from the Assessment, warrants #21553-21554 from L.E.O.F, and warrants # from Co Farm. Commissioner Fleer seconded; Commissioner Redmon agreed. Approved 3-0.
Road & Bridge: Road and Bridge Supervisor Drew Frese and Secretary Colclough were present.
New employee was hired- Josh Crandall- started today and will run a grader
The MoDot Bridge Inspector will be here on the 20th
Cut brush back on roads- the worst was #479 off 81 past Berhorst

Other Business: Clerk Sapp submitted budget payment voucher for the yearly and monthly payments- the commission approved the vouchers
Clerk Sapp submitted the December budget report
Clerk Sapp submitted the December court order report
Clerk Sapp submitted the November & December Election fee reports
Clerk Sapp submitted the Feb & December Clerk fee reports
Clerk Sapp submitted the October-December Quarterly Assessment report to be signed by Commissioner Murphy
Deputy Sly submitted the leave balance report
Treasure Roberson submitted her semi annual and annual financial reports
Tuesday January 6th Commissioner Murphy let Clerk Sapp know the state will be here January 14th to pick up the records in the annex-per Circuit Clerk George- Clerk Sapp let Commissioner Murphy know Griffin with ServPro said he could probably do the plastic tunnel Wednesday or Thursday- Griffin called the clerk’s office Wednesday and said they had an emergency and would not be able to get to the tunnel until Friday the 9th- Circuit Clerk George was in to tell the commission the tunnel was finished and the state would be here the 14th to take 1833-1899 files- there will still be files left
Dan Turner with Old Miss Enterprises came Friday the 9th and looked at the annex crawl space and inside the building- estimate for scope of work $1,836.00
Foundation Recovery Systems was here to look at the annex crawl space and discuss the needs- they will have a bid ready
