February 5th, 2024 Lewis County Commission Signed Minutes
February 5, 2024
Commission met pursuant to order of adjournment on January 29, 2024, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Deanne Whiston present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Whiston made a motion to approve minutes for January 29, 2024. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.
Bills: Commissioner Whiston motioned to approve the payments of warrants #31703-31727 from General Revenue, warrants # 22076-22091 from Road & Bridge, warrants #5735-5738 from the Assessment, warrants #20836-20844 from L.E.O.F, and warrants #1161-1162 from Co Farm. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.
Meetings: Commissioner Whiston went to a TAC meeting Wednesday in Memphis
Commissioner Murphy went to an extension meeting Tuesday in Monticello
Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. Received the $16,800.00 check from Purple wave for the sale of the ’75 loader and the ’97 Ford F350
Commissioner Fleer said the next time Purple Wave is here, they will take pictures of the tank at Road and Bridge to sell
The week of January 22

Put chips down
Hauled spot rock #464
Replaced a hose on the diesel tank
2010 grader caught fire- the block heater melted and burnt the cord- Martin’s put a new block heater on
2015 Ford and sander were taken to Knapheide- the sander stopped working
The week of January 29
Cleaned the 2008 Chevy and the 2012 grader
Checked roads
Hauled spot rock # 403, 405, 416, 482, 433, 419, 439, 482, 453
Discussed purchasing a new grader with a wing- Commissioner Murphy wanted to know how long it takes to take the wing off- Supervisor Janes said there are 2 styles the 1st style is easy to take off and the 2nd style is harder- Commissioner Fleer said he has no problem buying a grader with the wing attachment- Commissioner Whiston said they need a final price for the 2024 140- 15 AWD grader with the wing attachment- Supervisor Janes is going to call Altorfer- Supervisor met with the commission again after getting the final price- the final price is $410,562.00
Commissioner Fleer made a motion to purchase a new 2024 140 15 AWD CAT grader with a snow wing from Altorfer for $410,562.00 through Sourcewell membership Id #111923. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0.
Supervisor Janes is going to fix the gutter guards and push the rock back at the Road & Bridge office
When the new grader arrives the 1997 Cat grader will be sold on Purple Wave
When part-time employees Randall and Jennings work it will be left up to Supervisor Janes to decide
Commissioner Murphy asked Secretary Colclough to see what the CDL class costs in Paris and if they sent employees to it there would need to be some kind of agreement- does not want the county to be a training facility and then employees move on
Supervisor Janes asked the commission about hiring Dalton Huffman- for help with snow removal. The commission left it up to Supervisor Janes

Recorder Parrish submitted her January report
Clerk Sapp submitted the January budget report
Sheriff Parrish is having Commissioner Murphy sign The Equitable Sharing Agreement and Certification
Sheriff Parrish is having Commissioner Murphy sign the Missouri Department of Health and Senior Services Program Services Contract
Commissioner Murphy signed the Missouri State Tax Commission quarterly reimbursement
Sheriff Parrish asked that the Commission sign the Avenues payment voucher- he said it comes out of his budget, but the county gets the amount and pays it, so he would rather they sign it
Circuit Clerk George gave Clerk Sapp the official Law Library budget to replace the draft budget
Commissioner Murphy signed the add/ delete form for the Missouri State Agency for Surplus Property
The order from the commission to have the clerk give the approved budget to the treasurer was was signed today the 5th
The commission need to sign the 24-25 Assessment Maintenance Plan Agreement and Approval for the State Tax Commission and the Assessment fund summary page
Secretary Brown brought a Fuzzy Trucking bill for snow removal to the clerk’s office and said the commission made an agreement with the sheriff about paying all Fuzzy Trucking bills from General Revenue. Clerk Sapp asked the commission and they agreed that they had told the sheriff General Revenue would pay the bills
Clerk Sapp submitted the January court order report
Collector Lay submitted her January settlement report
Kaley Bozarth, Engagement Specialist Lisa Doster, and Brenda Schrek were in the Extension office to give their annual report. They had a Heifer sale and were getting ready to have a bull sale. 4-H has 5 clubs and 1 spin club. Their numbers are 154, up from 143 last year. Kaley is getting ready to go into classrooms and hatch chicks. She has 7 classes at each school. She has partnered with the Canton Community Garden club. County projects will be cake decoration, bucket calf feeding, and watercolor. For the community outreach programs they went to the Farm Bureau meeting and handed out Mo Century Farm signs, the state fair farm family, the Relay for Life, and the Halloween Bash in the park. They had a BQA Beef Quality Assurance 97 signed up and 88 went
The commission would like the direct deposit to be held until Monday and not paid out before payroll is approved
Commissioner Murphy is still not happy about Deputy Sly earning comp time. Commissioner Whiston said they want it to go down not up. Commissioner Murphy said he had Deputy Eisenberg look at the cameras to see if Deputy Sly was working when she said she had on her timecard 11.5 hours. Clerk Sapp said Deputy Sly told her she forgot to put the hours on the last period timesheet and added it to the current timesheet. She had worked 2 nights and a Saturday totaling 11.5 hours instead of the Sunday she had recorded on her time sheet.
Adjourn: Motion to adjourn to Monday, February 12, 2024, by Commissioner Fleer, Commissioner Murphy seconded; Commissioner Whiston agreed, passed 3-0.
