January 5, 2026
Commission met pursuant to order of adjournment on December 29, 2025, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for December 29, 2025. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Payroll: Commissioner Fleer made a motion to approve timecards from December 21st- January 3rd, Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Bills: No bills can be paid until the budget is approved, fiscal year 2025 is closed, the budget is loaded and rolled over for the fiscal year 2026 to be useable
Road & Bridge: Road and Bridge Supervisor Drew Frese and Secretary Colclough were present.
Commissioner Murphy signed the progress invoice #21 BRO-R056(15) $2,653.12
Cleaned sticks and trees off the roads
Groomed- #217, 213, 226, 339, 320, 319, 313
Put mud flaps on the 2026 Mack then took it to Quincy Machine to make steel fuel filter cover
Replacing the 2 front tires on the 2019 crew truck- from Johnnies
Bryan Jennings has a flat tire on the new cat grader
Culvert bids ad will be put in the paper for opening Tuesday the 20th at 9:45 in the commissions office- Secretary Colclough has the specs
Other Business: Circuit Clerk George sent a memo to the commission asking that minutes from the December 22, 2025, meeting be changed- Commissioner Murphy said that all approved minutes will stay as they are but the memo from Circuit Clerk George will be placed with the December 22 minutes- Circuit Clerk George was in to inform the commission that John George will not be involved in dealing with any of the annex files and she does not agree with the minutes from December 22, and she would like a copy of the commission minutes from now on
Commissioner Murphy signed the application for aggregate and specific excess loss insurance from Angle Health
Commissioner Fleer made a motion to raise mileage to $.72.5 to stay with the IRS rate. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Commissioner Murphy made a motion to add Part time Jail personnel who work on Thanksgiving, Christmas and New Year’s paid Holidays will also be paid Holiday pay for these Holidays. To the Work Performed on Lewis County Holidays for Jail Personnel portion of the county handbook. Commissioner Fleer seconded; Commissioner Redmon agreed. Approved 3-0.
Clerk Sapp called Griffin with ServPro and asked that they come back to the annex and build a plastic tunnel from the second courtroom door to the front exterior door of the annex building so the state can remove circuit court records without contaminating the rest of the annex building with mold- Griffin said the tunnel could be done Wednesday or Thursday but he would have to call back and let Clerk Sapp know for sure
Adjourn: Motion to adjourn to Monday, January 12, 2026, by Commissioner Murphy, Commissioner Redmon seconded; Commissioner Fleer agreed, Approved 3-0.
