Nov 13th, 2023 Lewis County Commission Minutes

November 13, 2023 

Commission met pursuant to order of adjournment on November 6, 2023, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Deanne Whiston present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order: 

Minutes: Commissioner Fleer made a motion to approve minutes for October 30, 2023. Commissioner Murphy seconded; Commissioner Whiston agreed. Approved 3-0. 

Minutes: Commissioner Fleer made a motion to approve minutes for November 6, 2023. Commissioner Murphy seconded; Commissioner Fleer agreed. Approved 3-0.

Bills: Commissioner Fleer motioned to approve the payments of warrants #31589-31601 from General Revenue, warrants #22012-22015 from Road & Bridge, warrants # from the Assessment, warrants #20783-20789 from L.E.O.F, and warrants # from Co Farm. Commissioner Whiston seconded; Commissioner Murphy agreed. Approved 3-0. 

Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. Mowed- #522, 516, 546, 412, 420, 425 

Grader work holes and ditches- # 403, 425, 424, 412, 450, 318, 316, 333, 314, 308, 304, 307, 319, 317, 329, 339, 312, 332, 371, 356, 387, 388, 389, 374, 383, 351, 322, 357 

Put winter rock on the hills

Bladed- #395, 382, 264 

Groomed- #403, 402, 404, 416, 516, 522, 528, 419, 433, 441, 439, 435, 359, 347, 318, 505, 504 

Secretary Colclough will add the part time employees to the drug testing quorum 

Supervisor Janes will talk to Rusty about using the anti-gel instead of blending 

Other Business: Clerk Sapp emailed the delegate sheet for MAC

Commissioner Murphy said King foundation and recovery will be here December 11th – 15th

Clerk Sapp passed out the budget sheets 

Chris Peterson with MoDot was here to talk about upcoming projects- a 1 inch hot mix overlay will be put on N, P, K, and outer 61- patching and sealing will be done to AA, BB, E, F, O, and Business 61- for the winter major roads will continue to be done first then move to minor roads- 16 is still considered a minor road- looking for full time staff in Canton- the bridge at 6 over 61 was scheduled for a new deck in 2024- it was hit twice by 2 different trucks- still trying to figure out the best way to fix it

The commission approved payment for $420.00 to Kern Accounting Services, LLC for services in August, September and October to be paid with ARPA funds
