November 17, 2025 

Commission met pursuant to order of adjournment on November 11, 2025, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order: 

Minutes: Commissioner Murphy made a motion to approve minutes for November 11, 2025. Commissioner Redmon seconded; Commissioner Fleer agreed. Approved 3-0. 

Payroll: Commissioner Murphy motioned to approve the payment of warrants #203718-203719 from General fund, warrants #203720-203723 from Road & Bridge fund, warrants #203724 from Assessment fund, and warrant # from LEOF. Commissioner Redmon seconded; Commissioner Fleer agreed. Approved 3-0. 

Payroll: Commissioner Murphy motioned to approve the payment by EFTP of warrants #4373- 4389 from General fund, warrants #4390-4391 from Road & Bridge fund, warrants #4392-4393 from Assessment fund, and warrant #4394-4411 from LEOF fund. Commissioner Redmon seconded; Commissioner Fleer agreed. Approved 3-0. 

Bills: Commissioner Murphy motioned to approve the payments of warrants #33108-33119 from General Revenue, warrants #22853-22861 from Road & Bridge, warrants #6018-6021 from the Assessment, warrants #21511-21514 from L.E.O.F, and warrants #from Co Farm. Commissioner Redmon seconded; Commissioner Fleer agreed. Approved 3-0. 

Road & Bridge: Road and Bridge Supervisor Drew Frese and Secretary Colclough were present. 

Bladed- 228, 214, 550, 224, 524 school, and 233 concrete plant 

Roy mowed #425 and 428 Commissioner Fleer told Supervisor Frese Roy has been mowing up a private drive on #546 

Roy mowed #553 which is LaGrange special, it took 5 hours- Secretary Colclough sent an invoice for $500.00 

Replaced tube #264 and 287 

Replaced a driveway tube #317 off Y 

#256 pond goes under the road and put bigger rock on the road 

Prigge’s road box culvert added rock large and small 

Replaced yield signs on 356 and 347 

#329 rehung bridge closed sign on Bailey Bridge 

Post on Durham tube added to mark end of tube 

Got the new truck last week- needs the chrome bumper- will order mud flaps 

Starting to put winter rock on hills 

Other Business: Deputy Sly submitted the leave balance report 

MOPERM renewal pricing was submitted to the commission 

Clerk Sapp submitted October sales tax report 

John McCarthy with Arch Brokerage, Stephanie Neisen and Matt Scoogin with Health Span were in to talk about county insurance and integrating Health Span- Stephanie said DPS was about quality of care and helping to navigate to further treatment- would like to have the DPS payroll deducted 

Commissioner Fleer made a motion to choose Angle Insurance plan integrated with Health Span a DPS. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0. 

Virgil Hatfield was in to speak with the commission about multiple things that were concerning to him as a retired resident- he ask Greg Sharpe to be present- he was upset over paying 4 of his tax bill to the school- he asked about the 62 and over tax freeze or reduction-Commissioner Fleer said that every taxing entity in the county would be affected by that not just the school- the commission feel as though it should be put to a vote and not make the decision themselves- he also said the sate makes these decisions and then gives county’s no out- the state will not loose any but the county will- Greg said he wasn’t sure if it was even constitutional to cut taxes by age or at all- he also said the wealth of a community is reflected in the school system-Virgil said taxes in Illinois can be split into several payments but not here- Commissioner Redmon said the county’s attorney said to wait until it was out of court to make any decisions- Virgil then asked why the assessor is never driving around looking a properties and wanted to know who was over her office- the State tax commission was brought up- Commissioner Fleer showed Virgil and Greg the latest sales tax numbers and shopping locally was discussed why the county was not receiving more sales tax when it is known more people are shopping locally 

Adjourn: Motion to adjourn to Monday, November 24, 20254, by Commissioner Redmon. Commissioner Murphy seconded; Commissioner Fleer agreed, Approved 3-0.
