October 27, 2025
Commission met pursuant to order of adjournment on October 20, 2025, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer and Craig Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Murphy made a motion to approve minutes for October 20, 2025. Commissioner Redmon seconded; Commissioner Fleer agreed. Approved 3-0.
Payroll: Commissioner Fleer made a motion to approve timecards from October 12th-25th, Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Bills: Commissioner Redmon motioned to approve the payments of warrants #33070-11078 from General Revenue, warrants #22825-22829 from Road & Bridge, warrants #6006-6007 from the Assessment, warrants #21490-21495 from L.E.O.F, and warrants # from Co Farm. Commissioner Fleer seconded; Commissioner Murphy agreed. Approved 3-0.
Road & Bridge: Road and Bridge Supervisor Drew Frese was present.
Commissioner Fleer called Zach Carlson with Quincy Tractor to ask if the mower and broom estimate were government bid prices- he stated they were- Supervisor Frese is calling Birky’s and Luby’s to get estimates
Replaced a tube on Abell Street in Durham
Found another tube needing replaced in Durham
Bladed #363, 357, 232, 217, 336, 340, 425 & 424
#424 worked on the hill, ditches, and a tube that needs replaced
Mowed #546 & 552
Cut trees off roads #292 & 261
Replaced the weight limit sign on #532 it was faded and had been shot at
Welded on bridges on #326 & 419
Gary English is out of hours for the rest of the year
April Bringer from Oak Hill Title company is bringing amended road closure paperwork for road #546 for the commission to sign
Other Business: Commissioner Murphy signed the July-September Assessor’s quarterly reimbursement
The Ambulance district sent the commission a thank you card and cinnamon rolls
Prosecutor Fellinger was in to ask the commission about a contract for legal research she wants to sign, but it will be $1,500.00 more for her budget next year- the commission agreed she could sign the contract, and they would work with her on her budget next year
Matt Scoggin, Stephanie, and Aaron Neisen from Health Span were in to discuss with the commission intergrading DPC services to the county’s insurance policy- Aaron explained how this would take the primary care out of insurance and would only need to use insurance for specialty services- he then explained the up front savings vs delayed savings- he also talked about Health Span using texting, telehealth, and phone calls to save the employees on time off- this will also save with out of pocket expenses
Jason Whiston-Whiston construction, Tim Maguire- ServePro, Julie George- Circuit Clerk, Justin Seaton- probation and Clerk Sapp met with the commission to discuss the demo, cleaning and remodel of the annex building- they discussed having the HVAC system re-evaluated after the demo and cleaning-everyone present went to the annex building and discussed the best ways to remodel the building to fit all the needs of those who use it- ServePro will draw plan for the discussed remodel and give an estimate for demo and cleaning the annex building- Circuit Clerk George talk to Jennifer Wood about storing some items in her building after they are cleaned during the remodel process- it will cost $300.00 a month to use the storage space- Circuit Clerk George was going to reach out to the state to ask about using Prism to clean the documents in the annex building
