December 29, 2023 

Commission met pursuant to order of adjournment on December 26, 2023, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer and Deanne Whiston were present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order: 

Payroll: Commissioner Murphy motioned to approve the payment of warrants #203273-203274 from General fund, warrants #203275-203279 from Road & Bridge fund, warrants #203280 from Assessment fund, and warrant #203281-203830 from LEOF. Commissioner Fleer seconded; Commissioner Whiston agreed. Passed 3-0. 

Payroll: Commissioner Murphy motioned to approve the payment by EFTP of warrants #2440- 2457 from General fund, warrants #2458-2459 from Road & Bridge fund, warrants #2460-2461 from Assessment fund, and warrant #2462-2476 from LEOF fund. Commissioner Fleer seconded; Commissioner Whiston agreed. Approved 3-0. 

Bills: Commissioner Murphy motioned to approve the payments of warrants #31678-31691 from General Revenue, warrants #5727-5731 from Road & Bridge, warrants #22058-22066 from the Assessment, warrants #20821- from L.E.O.F, and warrants #1160 from Co Farm. Commissioner Fleer seconded; Commissioner Whiston agreed. Approved 3-0. 

Other Business: The commission met in Clerk Sapp’s office to go over the budget- Clerk Sapp presented the commission with her budget recommendations- it will be used as a draft budget book until the budget book is finished and a public hearing is held 

Commissioner Murphy made a motion to take the public budget discussion to the commission’s office where there is more room. Commissioner Whiston seconded; commissioner Fleer agreed. Approved 3-0. 

Clerk Sapp is changing the way the budget is being done after doing it how it has always been done per statute 50.540 

The commission had no idea the budget was not being done per statute 

The commission agree the recommendations need to be done sooner 

The commission made a census to return Sheriff Parrish’s totals to what he originally turned in 

The commission made a census on the changes that were made to the recommendations from the budget officer- needing to discuss fund 114 further 

The commission made a census for the changes made in Funds- 101,201, 202, and in the addition of Fund 117 

Commissioner Whiston made a motion to change the name of #114 from Election Service Fund to Elections Fund and add a line item for software/ maintenance that the entities will be charged for. Commissioner Fleer seconded; Commissioner Murphy agreed. Approved 3-0. 

Commissioner Fleer made a motion to add a fund called Election Service Fund- the clerk will use #117- it will move line item #114-000-440025 HB-676 Election fees/ 115.065(4) to #117- 000-440025 the starting balance for this fund will be $1994.88- per statute this fund can accumulate interest and can only be used for 3 expenses: training, supplies, and equipment 

Treasurer Roberson wrote public entity checks #3534-3548 

Clerk Sapp reminded the commission if they didn’t approve purchase of election equipment she would lose a $13,598.12 HAVA grant 

Commissioner Murphy made a motion to continue to go with Adkins and pay the $53,097.00 out of ARPA funds on 12-29-2023. Commissioner Fleer seconded; Commissioner Whiston agreed. Approved 3-0. Clerk Sapp will reimburse the ARPA fund with $13,598.12 when she is reimbursed from the state 

Adjourn: Motion to adjourn to Monday, January 2, 2024, by Commissioner Murphy. Commissioner Whiston seconded; Commissioner Fleer agreed, passed 3-0.
