The meeting was called to order by Mayor Dean Wagy at 7:00 pm.

Aldermen in attendance were Cliff Wade, Jeff Ray and Brandon Beasley. Alderman Simon Thrower was not able to attend. Sewer clerk Shirley Robertson and City Clerk Susie Wood were in attendance. 

Guests: None 

Agenda:  The agenda was approved. Cliff made the motion to accept, Brandon seconded. Motion carried.

December meeting -There is a conflict with the December 9th meeting. Cliff made the motion to change the December meeting to Monday, December 8th at 6:00 pm, Brandon seconded. Motion carried. 

Minutes for October meeting were approved.  Jeff made the motion to accept, Cliff seconded.  Motion carried

City bills for October were approved. Cliff made the motion to accept and Jeff seconded.  Motion carried.

Sewer bills for October were approved.  Brandon made the motion to accept and Jeff seconded.  Motion carried

 Old Business:

Snow Removal Bids: – Since Alderman Simon Thrower was absent, there was not a quorum to be able to vote on the bids, this was tabled until December meeting. 

Sewer: – Dean and Jeff attended the Water Board meeting on Monday, November 10th. The Water Board wants to take over the billing and collecting for both Sewer and Trash. They will add it to the water bills.  Then they will be able to shut off sewer accounts that are delinquent.  The Water Dept has the ability to take online payments and debit/credit cards.  They would charge the city a flat $450.00 fee per month then remit a check monthly with the money collected.  A beginning date of 1-1-26 or 3-1-26 was discussed. Cliff made the motion to accept the Water Board offer with a six-month trial period, Brandon seconded.  Motion carried.  Shirley and Amy will get together and work on setting up the new accounts and a beginning date. 

Security System:    Internet has been hooked up at Park, Aaron will be in to setup at the office.

 # 15 Lakeview Drive: – Still working on fixing the road. 

Signs: – Amy Hustead is working on the new signs.

Speed Bumps:  Dennis Smith replied and there are requirements for the speed bumps, they cannot be placed so they create a hazard, must be clearly visible, check with Fire and Ambulance to make sure there are no problems, and contact Liability insurance to see what they cover.  Susie will check into. 

Green Construction:- Dennis Smith sent a Release of Claims under Contract for Mayor to sign, stating that we accept the $2,500.00 offer from Green Construction and will release him from any other obligations.  

Christman Decorations: – have contacted Ameren about putting them on the poles. 

Memorials: Linda Luekenhoff has suggested checking into benches from U-Line.  Susie will check into this.  

Spray field:  All is working well.  Dean did get the trees cut down.

Sewer Pumps:  All is going well.  The Rt C pump is the oldest one in the system, so far, it’s working well, have not ordered a replacement yet. 

Streets: The tube on Rt C and Clow Street needs replaced. It has collapsed and needs a new tube.  We will contact MoDOT and ask for repairs. 

Equipment Repairs:  The new pull behind Sprayer has not been ordered, checking prices. Will wait until January to order new speed bumps to replace the ones stolen. 

New Business

City Map Assessors Office: – The Assessors office has an online map program that shows the county with city limit signs and lot lines.  It is $120.00/year.  Brandon made the motion to purchase the program, Cliff seconded.  Motion carried. 

Tax Program: – There is an update to the current tax program the city is using.  The current program is a 2011 program.  It was decided to ask Chris Gonnerman to install the updated program. 

City Tax bills: – Tax bills have been mailed out. 

2026 Elections:  We have received Election packets from State, sign up is December 9th thru December 30th.  

With no further business, Brandon made a motion to adjourn, Jeff seconded.  Motion carried.
