City of LaGrange, MO Council Meeting Minutes for September 8, 2025 – 5:30pm

Mayor Bob Corbin called the meeting to order.

 Roll Call: Councilmember Robyn Cottrell present, Councilmember James Dade present, Councilmember Carol Henze present, Councilmember Gail Kindhart present, Councilmember Barry Pfister present, and Councilmember Don Zahn present.

City Employees/Visitors:   City Administrator John Roach present, City Clerk Kim Schneider present, City Attorney Jeff Curl present, City Engineer Mark Bross present, Wastewater Superintendent Mike Henderson present, Police Chief Aaron Johnson present, Captain Jason Powell present.    Also present:  Brett Ellison and wife, Vic Oshner and Shanell Hardin.

Public Comments: 

Shanell Hardin – Shanell was present to address burning.  She is concerned that her neighbors are burning.  Mayor Corbin stated that burning of yard waste and bonfires are legal and she should call if neighbors are burning anything other that yard waste or bonfires.  Shanell is still concerned, as she does not like the smell of burning.  She feels it is a nuisance for people to burn and if something bothers her it is a nuisance.  She asked if we could restrict burning more.  John Roach will provide the City Council with the current ordinance so they can review at the September 22, 2025 meeting.  

Presentations:  

Brett Ellison – Bomb Gardens – Brett Ellison presented a business plan to potentially lease some ground from Vic Oshner at 806 W Monroe and have a Micro Grow Facility.  This would consist of 250 Marijuana plants in a 1000 square foot existing building.  Nothing would be visible to the public and any odor would be controlled by carbon filters.  There would be no public access to this facility as this is a grow facility and product is sold to processing facilities, not for public sale.  Jeff Curl will be reviewing our current Ordinance in regards to Marijana facilities and present any needed changes at September 22, 2025 meeting.

Treasurer’s Report – 

Motion by Councilmember Pfister to approve the consent agenda, motion second by Councilmember Kinhart, motion carried 6 yes.

CITY ENGINEER REPORT – Mark Bross presented his report, no questions. 

MAYOR’S REPORT –Mayor Corbin reported that Officer Alexis Landrum took a job closer to where she lives and Officer Troy Bastin will be working full-time now.  

CITY CLERK’S REPORT – Nothing

CITY ADMINISTRATOR’S REPORT – 

Letter BNSF – John asked Jeff Curl to draft a letter to BNSF asking them to remove the concrete crossing pieces by the Railroad at the Riverfront.  This is a hazardous situation and John has asked on several occasions to have them moved and thinks a letter from our attorney could help the situation.  

MML – Missouri Municipal League meeting September 15-17 St. Charles, MO 

Jeff Curl reported that he will draft a resolution regarding the Post Office lease for passage on September 22, 2025.

Adjournment:  With nothing further before the Council, Councilmember Cottrell made the motion to adjourn at 6:52 p.m., motion second by Councilmember Henze, motion carried 6 yes.
