La Grange, MO City Meeting Minutes for Nov 10th, 2025
Key notes from the most recently approved LaGrange City Council meeting held on November 10, 2025:
The council met at 5:30 p.m. with Mayor Bob Corbin presiding. Barry Pfister opened the meeting with prayer, and all six councilmembers were present along with City Administrator John Roach, City Clerk Kim Schneider, City Attorney Jeff Curl, Captain Jason Powell, and Officer Troy Bastin. Several visitors also attended, including City Auditor Dennis Koch.
During public comments, resident Shanell Hardin spoke about ongoing issues with her neighbor’s dogs barking and creating a nuisance. She said the dogs bark at everyone passing by and asked that they be kept quieter, calling the situation disrespectful. The mayor and council said they would take her concerns under advisement.
City Auditor Dennis Koch then presented the annual audit report for the fiscal year ending April 30, 2025, and reported a clean opinion. He also informed the council that this will be his final year auditing for the city, as he is retiring. The council approved the consent agenda, which included the November 10 agenda, the October 27 minutes, and the bills, on a 6–0 vote. There were no questions for the city engineer.
In reports, Mayor Corbin noted that Public Works is checking street lights that are not working. He also mentioned that a new flag for Riverview Cemetery is planned to be budgeted in the 2026–27 fiscal year, and that the city is still exploring options to repair the mineral well. The city clerk announced “Cookies with Santa” will be held on December 2, 2025, from 5:30–7:00 p.m.
City Administrator John Roach updated the council on the marijuana ordinance and related state statute. He said he had spoken with one facility and received no negative reports, and is still working to contact the others. The council said they wanted more time to research the issue and would revisit it in about 30 days. John also noted that the matter could be placed on a ballot for a citizen vote, and it was added to the November 24, 2025 meeting agenda.
On the water project, Councilmember Henze moved to approve a resolution authorizing an engineering services agreement with Klingner & Associates P.C. for a water system improvement project. The motion died for lack of a second. The agreement will be placed on the next agenda, with engineer Mark Bross available to answer questions.
Under old business, John reported that Midco Diving had been in town to inspect the water towers and holding tank at the water plant. Under new business, the council continued discussion about the proposed micro marijuana facility, with a reminder that the operation would be fully enclosed within an existing building. City Attorney Jeff Curl suggested the council contact the State of Missouri directly with any questions.
With no further business, the meeting adjourned at 6:49 p.m.
