September 8, 2025
The Commission met pursuant to order of adjournment on September 2, 2025, with Presiding Commissioner Wayne Murphy Jr., and Associate Commissioners Travis Fleer and Craig
Redmon present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order:
Minutes: Commissioner Fleer made a motion to approve minutes for September 2, 2025. Commissioner Murphy seconded; Commissioner Redmon agreed. Approved 3-0.
Payroll: Commissioner Murphy motioned to approve the payment of warrants #203674-2036758 from General fund, warrants #203676-203681 from Road & Bridge fund, warrants #203682 from Assessment fund, and warrant # from LEOF. Commissioner Fleer seconded; Commissioner Redmon agreed. Approved 3-0.
Payroll: Commissioner Murphy motioned to approve the payment by EFTP of warrants #4178- 4192 from General fund, warrants #4193-4196 from Road & Bridge fund, warrants #4197-4198 from Assessment fund, and warrant #4199-4215 from LEOF fund. Commissioner Fleer seconded; Commissioner Redmon agreed. Approved 3-0.
Bills: Commissioner Fleer motioned to approve the payments of warrants #32977-32989 from General Revenue, warrants #22764-22775 from Road & Bridge, warrants #5983-5985 from the Assessment, warrants #21435-21445 from L.E.O.F, and warrants # from Co Farm. Commissioner Redmon seconded; Commissioner Murphy agreed. Approved 3-0.
Road & Bridge: Road and Bridge Secretary Colclough was present.

Amy Crawford, Aaron Burbridge, Keith Golian and Kevin James with MODOT were in to discuss funding, previous, current and upcoming projects
Roland Machinery is having their appreciation picnic October 17
Drew Freese will begin a 90-day probation period as road and bridge supervisor at $22.00 an hour starting Monday September 15
Other Business: Clerk Sapp submitted the August Clerk fee report
Clerk Sapp submitted the Election fee report for August
Clerk Sapp submitted the August court order report
Deputy Sly submitted the leave balance report
The commission received an invoice from Schraeder Law Firm
Clerk Sapp submitted the Code of Ethics for the commission to agree to and sign
Treasurer Roberson wrote public agency checks # 3892-3904
Treasurer Roberson wrote a reissue check #1518 for jury duty
John McCarty with Arch Brokerage was in to discuss having a broker bid and having them do an RFQ with questions to ask each broker- bids will be opened September 29
The commission called Larry Arnold about having the monuments back in place in front of the courthouse by the 150th celebration- he needs to order concrete to reset the monuments
Frank and Quin with MAGIC were in to discuss concerns from the previous meeting such as the length of termination period and limited flexibility for members- MAGIC sent out a survey and others agreed the termination period was too long- the board voted to reduce the termination period to 90 days that will go effect in the 2026 bylaws- they are looking into implementing a banding approach that will be discussed at the 9-17-2025 board meeting- there is the ability to change a plans design and the board will have to approve changes- MAGIC will continue with their ongoing commitment to transparency and responsiveness- Frank said UMR is adding Ally Health for Virtual primary and urgent care that even the employees without insurance can use- the board will also discuss this at their 9-17-2025 board meeting
The commission approved Fungus A Mungus to come and do a mold screen, remedial action plan, and a comprehensive report for the annex building with an estimate of $2,650.00
