December 26, 2023 

Commission met pursuant to order of adjournment on December 18, 2023, with Presiding Commissioner Wayne Murphy Jr., Associate Commissioners Travis Fleer, and Deanne Whiston present. When and where the following proceedings were had to wit: Commissioner Murphy called the meeting to order: 

Bills: Commissioner Whiston motioned to approve the payments of warrants #from General Revenue, warrants # from Road & Bridge, warrants #from the Assessment, warrants #from L.E.O.F, and warrants #from Co Farm. Commissioner Murphy agreed. Approved 3-0. 

Road & Bridge: Road and Bridge Supervisor Larry Janes and Secretary Colclough were present. Cut a big tree off road #528 

Worked on the 2013 Ford sander (continuing) 

Worked on the 2010 John Deere grader lights 

Checked roads 

Hauled spot rock on #340 

Other Business: Commissioner Whiston made a motion to pay $50,000.00 from General Revenue line item #101-185-750411 to LEOF line item #401-000-470102 to 

keep that account from being negative after bills and payroll. Commissioner Fleer seconded; Commissioner Murphy agreed. Approved 3-0. 

Deputy Landrum resigned from the Sheriff’s office December 23rd 2023 

Commissioner Fleer made a motion to raise the mileage rate from $.655 to $.67 to match the IRS rate. Commissioner Murphy seconded; Commissioner Whiston agreed. Approved 3-0. 

Clerk Sapp was asked why Deputy Sly’s fringes were not taken out of her non-county checking account for the unauthorized raise for the deputy. Instead, she took it out of her extra help line in general revenue 

Brett Peters in to talk about new road grader state bid vs source well (corporate purchasing) 

Commissioner Murphy called Clerk Sapp on December 5th and told her the commission planned to work on budget all day Monday December 18th. Clerk Sapp left at 10:30 for personal reasons December 18th and hadn’t worked on the budget prior to leaving 

Clerk Sapp told the commission today December 26th that she had election stuff to work on and did not make herself available to work on the budget. The commission stayed the afternoon after providing the clerk with changes that needed made at noon, the changes were received at 3:10pm by the commission 

Clerk Sapp told the commission she can’t do anything with her budget until we meet according to her lawyer. The commission told her “lets do it now” she said she can’t she will do it Friday morning 

Agenda needs to be posted for Friday morning meeting 

Adjourn: Motion to adjourn to Tuesday January 2, 2024, by Commissioner Fleer, Commissioner Murphy seconded; Commissioner Whiston agreed, passed 3-0.
