City of LaGrange, MO Council Meeting Minutes for December 8, 2025 – 5:30pm
Pledge of Allegiance.
Mayor Bob Corbin called the meeting to order.
Roll Call: Councilmember Robyn Cottrell present, Councilmember James Dade present, Councilmember Carol Henze present, Councilmember Gail Kindhart present, Councilmember Barry Pfister present, and Councilmember Don Zahn present.
City Employees/Visitors: City Administrator John Roach present, City Clerk Kim Schneider present, City Attorney Jeff Curl present, City Engineer Mark Bross Present, Police Chief Aaron Johnson present, Captain Jason Powell present.
Also present: Officer Troy Bastin and Fire Chief Henry J. Gunsauls.

Motion by Councilmember Kindhart to approve the consent agenda, motion second by Councilmember Henze, motion carried 6 yes.
CITY ENGINEER REPORT – Mark Bross went over questions regarding Engineering Agreement for Water Supply Improvement Project.
MAYOR’S REPORT –Mayor Corbin thanked the City Crew for the excellent snow removal during the most recent storm. Also, thanked everyone who helped and attended Cookies with Santa.

MOTION BY COUNCILMEMBER ZAHN FOR 1 ST READING OF ORDINANCE/BILL 2025-682 OF THE CITY OF LAGRANGE, MISSOURI AMENDING ORDINANCE CHAPTER 601 MEDICAL MARIJUANA FACILITIES, AND UPDATED ESTABLISHING MARIJUANA FACILITY RESTRICTIONS, MOTION SECOND BY COUNCILMEMBER HENZE, MOTION CARRIED 6 YES.

SECOND BY COUNCILMEMBER COTTRELL, MOTION CARRIED WITH THE FOLLOWING ROLL CALL VOTE: COTTRELL YES, DADE YES, HENZE YES, KINDHART YES, PFISTER YES, ZAHN YES.
CITY ADMINISTRATOR’S REPORT –
Motion by Councilmember Henze to approve Resolution to Authorize Engineering Services Agreement with Klingner & Associates PC for Water Supply Improvement Project, motion second by Councilmember Dade, motion carried 6 yes.
Motion by Councilmember Zahn to advertise Request for Proposals for Professional Auditing Services, motion second by Councilmember Dade, motion carried 6 yes.
John also wanted to discuss and clarify that if a homeowner encounters a sewer problem they are responsible from house to sewer main. If a homeowner encounters a water problem they are responsible from water meter to house. Jeff confirmed that this information is correct according to our Ordinance Book and this particular Ordinance has been in effect since 1967.

Adjournment: With nothing further before the Council, Councilmember Dade made the motion to adjourn at 5:53 p.m., motion second by Councilmember Pfister, motion carried 6 yes.
